Description

USDA requires the services of a Design/Build contractor to complete the under-construction rehabilitation of Parking Lot 9 located at the Jamie L. Whitten Building, on the corner of Independence Avenue, SW, and 12th Street, SW, Washington, DC, 20250.  The scope of work includes perimeter security, parking lot resurfacing, sink hole remediation, electrical, and landscaping.  The Lot 9 perimeter security project is part of a greater whole, which will eventually surround and protect the entire Whitten Building, a Level IV facility. Some materials stored on site include shallow footed bollards with bollard covers, deep footed bollards, and granite curbs. The bollards, manufactured by Guardiar, were designed to meet the M50/P1crash rating. Quantities and suitability of materials stored on site for reuse must verified by the Design/Build Contractor; therefore, a site visit is required before submitting a bid.  Because the Washington Metropolitan Area Transit Authority (WMATA) Orange/Blue/Silver line runs 6’-0” below the parking lot, the successful bidder will immediately engage WMATA’s engineering staff to ensure agreement on the resolution of all outstanding issues.

The construction documents dated April 16, 2021 will be included with the future solicitation; however, they are not complete and must be updated to take into consideration actual site elevations at the North border with respect to the requirement to have the bollards 36” above grade. Construction on the project commenced in 2024 but shortly after beginning, sink holes appeared adjacent to the WMATA elevator and was immediately halted.  The successful offeror must determine the full extent of the sink holes throughout Lot 9 and prepare remediation that is approved by the Department and WMATA.  Langan, geotechnical engineers, investigated the sink holes through ground penetrating radar and sounding. Langan proposed remediation as described in their final report dated January 28, 2026, and will be provided with the future solicitation.

The Section 106 Historic Preservation authorities approved the design issued in the 2021 construction documents.  It is unlikely that the Department will require any major changes resulting in presentation to the historic preservation approval authorities. There are no restrictions on work hours as project completion is required within 8 months of contract award.
