Description
FACTOR 1 TECHNICAL FACTOR 2 DELIVERY FACTOR 3 PRICE
FACTOR 1 Technical Quoter shall provide a description of the supplies to be quoted. The supplies shall be in accordance with the schedules and attachments of the solicitation. The following information is required: Descriptive literature to include warranties, special features, and characteristics, etc. The Government will rate more favorably quotes that meet or exceed the requirements of the equipment and service. The Government will rate less favorably quotes that do not give enough of a description of the supplies/equipment for the Government to determine if the equipment and services meets the requirements in the statement of work.
FACTOR 2 Delivery Time Ability to be flexible with final installation dates is required as installation is based on construction completion. Ability to provide any updates and deliver upon statement of work objectives in a timely manner should be clearly outlined in your response.
FACTOR 3 Price The quote should contain the quoter s best terms from a price standpoint. The Government will evaluate quotes for award purposes by adding the total price for all contract line-items. Complete all highlighted columns for each contract line-item numbers (CLIN) listed in the attached spreadsheet titled Price Sheet in Section D of the solicitation. Vendor may also submit price quote on their own formatted document, but the Price Sheet SHALL be completed and included with quote submission. Price quote must be submitted separately from the other factor submissions.
In accordance with FAR 8.405-2(d), the quotes will undergo a comparative evaluation to determine which quote is the best overall offer to the government in terms of high technical capability, while also providing a competitive price. Quotes will be evaluated by performing a direct comparison of one offer with another in a uniform manner to determine which quote provides the government with its needs, as identified in the RFQ. The government reserves the right to consider a response that offers more than the minimum and select that response if it provides a benefit to the government. The government has the discretion to accept other than the lowest priced offeror that provides additional benefits. The government reserves the right to select a response that provides benefit to the Government that exceeds the minimum but is not required to do so. Responses may exceed requirements. Each response at a minimum must meet solicitation requirement statement. The government is not requesting or accepting alternate quotes.
