The Library of Congress National Audiovisual Conservation Center (NAVCC) at the Packard Campus in Culpeper, Virginia, is seeking to procure a video robot encoder system for its Video Laboratory. - Government Buyer: - Library of Congress, National Audiovisual Conservation Center (NAVCC), Contracts and Grants Directorate - Products and Services Requested: - One video robot encoder system, including: - 2U rack-mounted server - DVI output - 8-channel SDI input card - RS422/232 control ports - Dual power supplies - RAID compatibility - Auxiliary equipment and software - Compatibility with METUS Ingest, Indelt, Prepcart database, and FFmpeg software - Compliance with Library of Congress Moving Image File Specifications - Warranty and support services: - One-year base warranty (hardware and software) - Up to four additional one-year option periods for support and maintenance - Unique or Notable Requirements: - Encoder must be compatible with specific ingest and control software (METUS Ingest, Indelt) - Must meet detailed hardware specifications and integrate with existing LOC systems - Delivery to the NAVCC Packard Campus in Culpeper, VA - No specific OEMs or part numbers are named in the solicitation. - The encoder will be used for both testing and as a standby for existing video encoders.

Description

This public notice is a combined synopsis/solicitation for commercial supplies under FAR Part 12. It is prepared in accordance with FAR Part 13 Simplified Acquisition Procedures and is released as a firm-fixed-price contract competition for Lowest Price Technically Acceptable items. 

The Library of Congress National Audiovisual Conservation Center (NAVCC) acquires, preserves, and provides access to the world’s largest collection of films, television and radio broadcasts, videos, and sound recordings. The NAVCC Video Laboratory requires one additional video robot encoder to be used for testing purposes as well as a standby for the other video encoders in the system. The contractor shall provide hardware, software, and requisite supporting/auxiliary equipment for one video encoder. The contract also includes up to four years of hardware/software support and maintenance.
