Hennepin County Transportation Department is seeking bids for the comprehensive reconstruction of CSAH 51 (Sunset Drive) and related improvements in the Cities of Orono and Spring Park, Minnesota. - Government Buyer: - Hennepin County Transportation Department - Project Scope: - Reconstruction of approximately 0.88 miles of roadway (CSAH 51 between CSAH 15 and CSAH 19; CSAH 19 between CSAH 51 and Coffee Bridge) - Includes grading, bituminous surfacing, storm sewer, sanitary sewer, water main, curb, gutter, sidewalk, ADA improvements, and street lighting - Construction of four retaining walls and installation of new traffic control systems (traffic signals, pedestrian crosswalk flashers) - Mill and overlay on a portion of CSAH 19 - Products and Systems: - Storm sewer, sanitary sewer, and water main materials and installation - Pedestrian crosswalk flasher system (must be most current TAPCO model or approved equal) - Traffic control signal system at CSAH 15 and CSAH 51 intersection - Modular block retaining walls, lighting systems, and ADA-compliant features - Notable Requirements: - All watermain and sanitary sewer materials must comply with Build America, Buy America (BABA) and American Iron and Steel (AIS) requirements (domestic products only) - Responsible contractor certification and compliance with Minnesota labor and business statutes - Diversity and workforce goals: 15% Small Minority Business Enterprise (SMBE), 20% Small Women Business Enterprise (SWBE), 32% minority and 20% women employment, and apprentice labor hour targets - OEMs: - TAPCO (for pedestrian crosswalk flasher system) or approved equal - Place of Performance: - CSAH 51 and CSAH 19 corridor, including intersections and Dakota Rail Regional Trail crossing, within Orono and Spring Park, Hennepin County, MN - Period of Performance: - Construction to begin after April 13, 2026, with substantial completion by October 30, 2027, and final completion within 90 days after semi-final estimate - All work must comply with MnDOT Standard Specifications and special provisions

Description

This solicitation is for the reconstruction of 0.695 centerline miles of CSAH 51 (Sunset Drive) including storm sewer, sanitary sewer, and water main replacement. The project involves converting the existing rural section to an urban section with curb, gutter, and sidewalk, constructing four retaining walls, and installing new street lighting along CSAH 51. Additionally, 0.177 centerline miles of mill and overlay will be constructed along CSAH 19. The work is located between CSAH 15 and CSAH 19 on CSAH 51, and between CSAH 51 and Coffee Bridge on CSAH 19, within the Cities of Orono and Spring Park, Minnesota.
