Franklin County, Virginia is seeking qualified appraisal firms to conduct a comprehensive general reassessment of all real estate parcels in the county. - Government Buyer: - Franklin County, Virginia - Office of Finance and Office of the Commissioner of Revenue - Contracting office located at 1255 Franklin Street, Rocky Mount, VA - Scope of Work: - Appraisal and reassessment of approximately 43,100 parcels, including rural, resort/lake, and manufactured/mobile homes - Mandatory physical field visits to each property (EagleView imagery may supplement but not replace visits) - Preparation of local appraisal manuals and market studies - Data entry and integration with county computer systems - Support for public hearings, Board of Equalization, and court appeals (including providing competent witnesses) - Mailing of reassessment notices to property owners - Provision of all necessary personnel, equipment, and supplies by the contractor - Unique Requirements: - Use of EagleView (formerly Pictometry) technology for property imagery, but not as a substitute for physical inspections - All appraisers must be certified and approved by the county - Emphasis on experience with rural and resort/lake properties - Contractor must assist with public engagement and provide detailed reporting - County Support: - Office facilities, computer support, GIS access, and tax maps provided by the county - Period of Performance: - Work begins June 2026 and must be completed by December 2027 (approximately 19 months)
