NGA Police Vehicle Upfit Services and Equipment Solicitation

The National Geospatial-Intelligence Agency (NGA) is seeking contractors to provide specialized upfit services for police vehicles supporting its Office of Force Protection. - Upfit services are required for three vehicle types: Operations, Tactical Response Team (TRT), and Canine (K9) units. - Contractors must supply all labor, tools, materials, parts, supplies, components, equipment, supervision, and management to complete the upfits at their own facilities. - Vehicles may require transportation to and from NGA sites in Springfield, VA and St. Louis, MO, with specific distance requirements for contractor pickup. - Requested products include (but are not limited to): - Integrated headlight/taillight flashers - Outliner perimeter red and blue lights (multiple flash patterns, IP67 rated) - Speaker kits (compatible with Code 3 sirens) - Excel sirens with microphones - Wide body consoles, faceplates for Harris radios, and black rubber floor mats - Rifle racks for AR-15 and shotgun, supervisor flex multi-color modules - Prisoner transport half cages, K9 transport systems (with advanced safety features) - 10,000 lb winches, roof racks, strong running boards, truck vaults, lockable storage - Front-facing red and blue lights, and metalized window tints - Equipment must be durable, corrosion-resistant, and compatible with customer-supplied police radios; advanced lighting features and safety systems are emphasized. - No specific OEMs, vendors, or part numbers are listed; the solicitation is open to all qualified providers under NAICS 811121 (Automotive Body, Paint, and Interior Repair and Maintenance). - Up to three Basic Ordering Agreements (BOAs) may be awarded.

Description

The purpose of this pre-solicitation notice is to publicly synopsize the requirement for the Office of Force Protection (SIP) police vehicles upfits.

NGA intends to solicit for and award up to (3) Basic Ordering Agreements (BOA).

Under issued orders the contractor shall provide upfit services for police vehicles including operations vehicles, Tactical Response Team vehicles, and K9 Vehicles for its Springfield, VA and St. Louis, MO sites.

The Contractor shall provide all labor, tools, materials, parts, supplies, components, equipment, supervision, and management necessary to complete the upfits. 

The work under this contract will be performed at the contractor’s facilities. 

NGA Washington – 7500 GEOING Dr Springfield, VA - Vehicles over 100 miles from contractor’s facility will need to be transported by contractor to and from the contactor’s facility.

NGA St. Louis – 2301 Cass Ave, St. Louis, MO - Vehicles over 50 miles from contractor’s facility will need to be transported by contractor to and from the contactor’s facility.

This effort will be full and open competition under NAICS code 811121 – Automotive Body, Paint, and Interior Repair and Maintenance.

The request for proposals will be posted on or about April 20, 2026.
