The Department of Veterans Affairs Puget Sound Health Care System is seeking qualified sources to provide comprehensive blood products and testing services for the Seattle VA Medical Center. - Government Buyer: - Department of Veterans Affairs, Puget Sound Health Care System, Seattle Division - Products and Services Requested: - Wide range of blood products, including: - Red blood cells (various preparations: leukoreduced, irradiated, frozen, washed, CMV negative, pediatric, autologous, deglycerolized) - Platelets (apheresis, leukoreduced, irradiated, CMV negative, pediatric, PRT, LVDS) - Plasma products (fresh frozen plasma, cryoprecipitate, cryo-depleted, liquid plasma) - Granulocytes by apheresis - Specialized blood components and rare/uncommon units - Extensive laboratory and genetic testing services, such as: - Infectious disease screening (HIV, HCV, HBV, WNV, Zika, Chagas, CMV, syphilis, HTLV, EBV, Toxoplasma) - Hematology and coagulation tests (CBC, aPTT, prothrombin time, factor assays, VWF, platelet function) - HLA typing and antibody detection, crossmatching, and genotyping - Red cell and platelet antibody workups, phenotyping, and genotyping - Transfusion reaction investigations and confirmatory testing - Consultative and support services: - 24/7 consultative support from transfusion medicine specialists - Emergency (STAT) delivery within 1-2 hours - Transportation and courier services with validated, rapid delivery methods - Comprehensive monthly and quarterly reporting (turnaround times, utilization, transfusion reactions) - Compliance with FDA, VA security, and confidentiality requirements - Equipment validation, electronic patient history, and support for massive transfusion protocols - Unique or Notable Requirements: - Contractor must be licensed and FDA-approved to provide blood products and testing services - Must provide electronic patient history and support specialized transfusion protocols - Must ensure 24/7 availability and rapid response for emergency requests - Compliance with all regulatory, security, and reporting standards is mandatory - No specific OEMs or vendors are named in the solicitation, but major U.S. blood banks and diagnostic labs are likely to compete.

The U.S. Government is conducting market research only to determine the availability of qualified sources capable of providing blood products and testing services. Potential Contractors are invited to provide a response via e-mail to Contract Specialist at ross.byrne@va.gov by May 12, 2021 1:00 pm (PT). Responses will be used to determine the appropriate strategy for a potential acquisition. Please clearly identify any information your company considers sensitive or proprietary. This notice is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP), or a promise to issue an RFP in the future.
