The EPA now proposes to deny California's extension request and determine that the area failed to attain the standards by the original 2019 date based on air quality data from 2017-2019. If finalized, California must submit a State Implementation Plan revision to achieve expeditious attainment and a 5% annual reduction in PM2.5 emissions or precursors.
