The Environmental Protection Agency (EPA) is approving revisions to the Oregon State Implementation Plan (SIP) submitted by the Oregon Department of Environmental Quality (ODEQ) on April 3, 2025. These revisions update rules for the Vehicle Inspection Program (VIP) applicable in the Portland and Medford areas. The updates include a new provision exempting new vehicles from on-board diagnostic test requirements for a specified period and other non-substantive changes. The EPA finds these revisions meet Clean Air Act requirements and will not interfere with attainment or maintenance of national ambient air quality standards.
