The Government of the Virgin Islands, Department of Planning and Natural Resources (DPNR), Division of Libraries, Archives & Museums (DLAM), is seeking proposals for advanced telecommunications services to support the Virgin Islands Public Library System: - Government Buyer: - Department of Planning and Natural Resources (DPNR), Division of Libraries, Archives & Museums (DLAM) - Requested Products and Services: - Wide Area Network (WAN) connectivity for 8 library facilities and bookmobiles across St. Thomas, St. John, and St. Croix - Fiber-based backbone (Virgin Islands Next Generation Network or equivalent) - Minimum 100 Mbps per site, scalable to 2 Gbps - Redundant failover architecture and 24/7 monitoring - Read-only monitoring access for DLAM - Dedicated Broadband Internet Access at two Network Operations Centers (NOCs) - Minimum 100 Mbps, scalable to 2 Gbps - Dedicated bandwidth, carrier-class licensed equipment, redundant links - 99.999% uptime and latency not exceeding 100 milliseconds - Data transmission and internet access services (3 units) - Wi-Fi hotspots for off-premises use (3 units) - Binding Service Level Agreement (SLA) with strict uptime, response, and reporting requirements - Unique or Notable Requirements: - Compliance with FCC and USAC E-Rate Program regulations (90% discount) - High reliability: 99.999% uptime, low latency, financial credits for SLA failures - Outage notification within 120 minutes, preliminary report within 72 hours, final report within 30 days - Evaluation based on cost-effectiveness, technical compliance, and vendor experience - Contract term: 2 years with two 1-year renewal options (up to 4 years) - OEMs and Vendors: - No specific OEMs or manufacturers are named; open to all qualified providers - Primary Locations: - Charles Wesley Turnbull Regional Public Library (St. Thomas NOC) - Florence A.
