Procurement Notes Proposed Contract is 100% Set Aside for Small Business Concerns. The item being procured has contractor Production Lot Testing. When submitting quotes, specify any exceptions (e.g., MIL-STD packaging, labeling, inspection and acceptance locations, packaging houses, surplus material). If no exceptions are indicated or received, award will be based upon solicitation requirements. Changes or requests after award will have consideration costs deducted from unit price. If supplies will be packaged at a location different from the offeror address, provide the name, street address, and CAGE code of the packaging facility. Please do not include shipping costs. Shipping/transportation assistance will be in accordance with WSSTERMFZ02. Source inspection is required for this item. Include any additional costs associated with source inspection in your unit price. The resultant award of this solicitation will be issued bilaterally, requiring the contractor's written acceptance prior to execution.
Specification and Contract Details 1. Scope This procurement specification contains the requirements for manufacture and the contract quality requirements for Screw, Socket Head Cap for use on Navy submarines.
2. Applicable Documents The documents listed below form a part of this contract/purchase order including modifications or exclusions. Documents, drawings, and publications supplied are listed under "Drawing Number" and should be retained until an award is made. Document references must be obtained by the Contractor. Ordering information is included as an attachment. Document changes section provides supersessions/changes to referenced documents. Order of Precedence: In case of conflict, the text of this contract/purchase order takes precedence over references and drawings, except where superseded by applicable laws and regulations.

3. Requirements 3.1 Design and Manufacturing The Screw, Socket Head Cap, Type II furnished shall meet material, heat treatment, physical, mechanical, test, and inspection requirements as specified on Drawing 8214192 and related notes. Material shall be NI-CU-AL Alloy per QQ-N-286G or later, Form 1, 2, or 5 as specified.
3.2 Marking Requirements Supplier shall permanently mark each production lot unit on the top surface with material symbol "K", manufacturer's symbol, and lot number per Drawing 8214192, Note 4.
3.3 Notification Notify Naval Surface Warfare Center, Philadelphia Division (NSWCPD), 5001 S. Broad Street, Philadelphia, PA 19112-1403 by email: matthew.j.ogilvie.civ@us.navy.mil after award of contract. NSWCPD is the acceptance activity for Contract Data Requirements List (DD1423) Data Items. NSWCPD WAWF/IRAPT Acceptor DODACC is "N64498".
3.4 Configuration Control MIL-STD-973 Paragraph 5.4.8 is incorporated. Submit Engineering Change Proposals, Requests for Deviations, and Waivers per MIL-STD-973 procedures to Contracting Officer, NAVICP-MECH, P.O. Box 2020, Mechanicsburg, PA 17055-0788. Contractor shall notify PCO in writing of prior authorizations for drawing revisions. Technical inquiries should be on company letterhead signed by a responsible official, with copies as required. Implementing changes without approval is at contractor's risk.
3.5 Mercury Free Material shall contain no metallic mercury and be free from mercury contamination. Mercury contamination causes rejection. If mercury inclusion is required, obtain written approval from Procurement Contracting Officer before manufacture. Use of mercury in manufacturing processes that might cause contamination is prohibited. Testing for mercury contamination involves enclosing equipment in airtight container for 8 hours at room temperature and sampling air for mercury vapor concentration. Requirements apply to subcontracts and purchase orders. Mercury is corrosive and toxic; contamination can cause serious damage and health hazards.
4. Quality Assurance 4.1 Responsibility for Inspection Contractor is responsible for all inspection unless otherwise specified. Government reserves right to perform inspections.
4.2 Responsibility for Compliance All items must meet contract requirements. Inspection is part of overall quality program. Sampling does not authorize submission of defective material.
4.3 Records Keep inspection records complete and available for 365 days after final delivery.
4.4 Inspection System Supplier's Quality Inspection System shall comply with MIL-I-45208 or ISO 9001 and NCSL Z540.3 or ISO 10012. Submit written Quality Inspection and Test Plan as per Contract Data Requirements List (DD Form 1423). Government approval required prior to production.
4.5 Finished Edges Shall comply with applicable drawing requirements.
4.6 Threads Inspect per MIL-DTL-1222 paragraph 4.4.
4.7 Material Control Maintain certified quantitative mill or industrial laboratory reports for chemical and physical analysis by heat, lot, or batch. Include certifications after heat treatment and any specified tests (e.g., corrosion resistance, macro-etch). Physical analysis shall establish mechanical properties, susceptibility to intergranular cracking, and hardness.
4.8 Production Lot Inspect 100% of production lot units dimensionally and record measurements including threads. Perform mechanical properties testing on sample basis per MIL-DTL-1222, including destructive (tensile, yield stress, wedge tensile) and nondestructive (hardness) tests. Perform nondestructive visual/liquid penetrant inspection on sample basis per MIL-DTL-1222 and NAVSEA Technical Publication T9074-AS-GIB-010/271.
4.8.2 Production Lot Testing/Inspection Report and Acceptance Submit testing/inspection reports including certified mill certification, heat treatment certification, mechanical properties test certification, manufacturer screw operation sheet, visual/dimensional inspection report, NDT visual/liquid penetrant inspection report, inspector qualification certification, and mercury exclusion certification as per Contract Data Requirements List (DD Form 1423). Government approval required prior to shipment.
4.9 Procedure Submit written nondestructive testing procedure for visual and liquid penetrant inspection per Drawing 8214192 and NAVSEA Technical Publication T9074-AS-GIB-010/271. Government approval required prior to production.
4.10 Production Lot Inspection/Acceptance Submit inspection and test reports as identified in Objective Quality Evidence Records and Contract Data Requirements List (DD Form 1423). Government approval required prior to shipment.
4.11 Final Inspection and Acceptance Final inspection by cognizant DCMA-QAR with Specific Government Inspection Instructions (SGIIs) from NSWCPD. NSWCPD Quality Assurance Specialist surveillance as required.
4.12 Objective Quality Evidence Records Maintain Objective Quality Evidence Data (OQEDs) traceable by drawing, heat, lot, and contract number. Records must be legible and may be photocopies. Furnish copies of OQEDs as per Contract Data Requirements List (DD Form 1423) for acceptance.
