Description
NOAA, National Marine Fisheries Service (NMFS), Office of International Affairs, Trade, and Commerce (OIATC), is conducting market research to identify qualified and interested sources, including small business and socioeconomic small business concerns, for a contemplated commercial services requirement for on-demand language interpretation and translation support. The contemplated requirement is expected to include a 12-month base period and four 12-month option periods. Services are expected to include written translation to and from English and multiple foreign languages; predominantly remote simultaneous interpretation, with some consecutive interpretation, for bilateral meetings and events; related proofreading/editing and formatting support; project management; quality assurance/quality control; and two interpreters per interpretation assignment. Subject matter may include fisheries management, protected resources/bycatch consultations, seafood inspection and facility-audit communications, and related legal, scientific, regulatory, technical, shipping, harvest, processing, and international trade materials. Current planning assumptions are approximately 30 to 40 meetings/events annually, generally 1 to 3 hours each, and approximately 50 documents annually averaging about 10 pages each. Most interpretation is expected to be virtual; a rare in-person event in Alaska may occur approximately once every other year, with preauthorized travel reimbursed separately in accordance with the Federal Travel Regulation.
