Description

United States Army Corps of Engineers (USACE), Seattle District, Seattle, WA intends to issue a sole-source, firm-fixed price award to Eco Analysts, LLC, 1420 S Blaine St Ste 14, Moscow, ID 83843 USA  IAW FAR 12.102 (a). Using Eco Analysts, LLC. for zooplankton analysis is necessary to ensure that the District's water quality sampling data sets remain comparable and compatible with those of cooperating agencies engaged in long-term studies of Pacific Northwest surface waters. The technical evaluation criteria of the PWS – specifically, the contractor's analytical methods for biological unit counts and zooplankton identification level, as well as demonstrated regional experience – were developed with the recognition that deviating from established methodologies mid-study introduces unacceptable data discontinuity. Restricting competition to this source preserves the integrity of the District's internal reporting practices and its obligations to interagency data-sharing agreements.

This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.

Any firm that believes it can provide the stated supplies can provide supporting documents demonstrating their products capabilities and specifications.
