Description

The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO)/PS8322, located at Building 3600, 2300 East Drive, Scott Air Force Base, Illinois 62225-5406 is issuing this notice of intent (NOI) to inform industry contractors of the Government’s intent to execute a sole source award under Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Part 6.

The intended contractor is American Registry for Internet Numbers (ARIN), located at 15049 Conference Center Drive, Suite 600, Chantilly, Virginia 20151-3824.

DISA IE26 requires annual subscriptions for Legacy Internet Protocol legacy IPv4 number Assignments/IPv6 number assignments and Allocations and for the continued use of the legacy IPv4 and IPv6 Internet number resources. ARIN is the sole source supplier of the Autonomous System Numbers (ASNs); IP Assignment (IP); and IP Allocation (ISP).

This procurement is being conducted using commercial item procedures pursuant to RFO Part 12 and RFO Part 6.103-1(d). A limited source rationale will be used to cover this requirement and will be posted with the Request for Quote.

At this time, the incumbent contractor ARIN is the only source capable of providing all necessary services providing all necessary support.

The North American Industry Classification System (NAICS) for this requirement is 519290, Web Search Portals and All Other Information Services. The Product of Service Code for this requirement is R699.

This notice of intent is neither a formal solicitation nor a request for competitive proposals.  No solicitation document is available, and telephone requests will not be honored.  No award will be made on the basis of unsolicited quotations or offers received in response to this notice.  Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government.  The intent of this synopsis is for informational purposes only.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
