USMC Air Delivery & Low-Level Static Line Training Support at Camp Pendleton

The United States Marine Corps at Camp Pendleton is seeking a contractor to provide comprehensive Air Delivery (AD) and Low-Level Static Line (LLSL) parachute training support for the 1st Distribution Support Battalion, 1st Marine Logistics Group, I MEF. - Government Buyer: - United States Marine Corps, 1st Distribution Support Battalion, 1st Marine Logistics Group, I MEF - Contracting office at Marine Corps Base Camp Pendleton, CA - Products and Services Requested: - Aircraft support for LLSL parachute operations (30 hours estimated) - Aircraft must be DoD- and CARB-approved, capable of supporting 12 combat-loaded Marines and 2 Jumpmasters, and operate at 2,200–6,000 ft MSL - Use of ZAR-approved drop zone, adjacent airfield, and facilities (18 days estimated) - Includes parachute recovery vehicles, airspace coordination, billeting for 35 personnel, classroom and storage facilities, and restrooms - Site support and liaison services (18 days estimated) - Designated liaison familiar with LLSL operations to coordinate personnel and aircraft timing - Emergency medical services - Paramedics, air medevac, casualty evacuation coordination, and safety vehicle - Unique or Notable Requirements: - All facilities and drop zones must be within 75 miles of Camp Pendleton, CA - Contractor must provide ZAR- and CARB-approved resources - Training supports readiness for deploying Marine Expeditionary Units and major combat operations - Task orders require a minimum 30-day notice before training events - Support provided on weekdays only - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Locations: - Primary place of performance and delivery is Marine Corps Base Camp Pendleton, CA, with specific delivery to the Distribution Management Office, 1st Distribution Support Battalion

Description

The purpose of this acquisition is to provide, a Firm Fixed Price (FFP), performance-based acquisition (PBA),service contract. 1st Distribution Support Battalion, 1st Marine Logistics Group, I MEF is responsible for providing it’s Marines with Air Delivery (AD) and Low-Level Static Line (LLSL) Progression and Sustainment Training. The period of instruction will build upon current resident AD and LLSL capabilities to support future deploying Marine Expeditionary Units (MEU), I MEF contingency operations, major combat operations, and the battalion’s requirements within the prioritized Combatant Command Operational and Conceptual Plans. This is to be accomplished through a combination of contracted facilities, aircraft support, battalion-provided training, and contracted drop zone use in a geographic location that can support all cargo and personnel parachute requirements listed in the Performance Work Statement. The training will be completed over the course of approximately two years from 1 May 2026 to 30 April 2028.
