Fermilab Giese Road and Kautz Road Reconstruction Solicitation

This opportunity involves the reconstruction of Giese Road and Kautz Road at Fermi National Accelerator Laboratory (Fermilab) in Batavia, Illinois, managed under the Department of Energy (DOE). - Government Buyer: - Department of Energy (DOE), Fermi National Accelerator Laboratory (Fermilab), Infrastructure Services Division, and Fermi Forward Discovery Group, LLC (FFDG) - Scope of Work: - Complete removal and replacement of asphalt roadway and culverts on Giese Road and Kautz Road - Includes demolition, excavation, subsurface improvement, streambank improvement, landscaping, earthwork, dewatering, aggregate base and surface courses, asphalt paving, exterior traffic signage, guardrail installation, turf and grasses, stormwater conveyance, erosion and traffic control, utility protection, and restoration of disturbed areas - All labor, materials, equipment, supervision, safety oversight, quality control, transportation, bonding, and insurance are required - Products/Services Requested: - No specific OEMs or part numbers are identified; all construction materials and equipment are to be provided by the subcontractor - Key line items include: road removal and excavation, subsurface improvement, road and culvert replacement, landscaping, site clearing, earthwork, dewatering, aggregate base and surface courses, asphalt paving, traffic signage, guardrail, turf and grasses, stormwater conveyance - Unique or Notable Requirements: - Strict adherence to DOE and OSHA safety, environmental, and quality control standards - Compliance with Buy American construction material provisions and wage determinations - Bonding and insurance requirements - Mandatory site access procedures and prior approval for site visits - Key personnel (Project Manager and Superintendent) must be approved - Competitive Lowest Price Technically Acceptable (LPTA) procurement process - All physical work must be completed by the specified deadline with no extensions allowed - Place of Performance: - All work is to be performed at Fermi National Accelerator Laboratory, Batavia, Illinois, specifically on Giese Road (from Schwahn Road to Kautz Road) and Kautz Road (from Giese Road to Indian Creek Road) - Site visits coordinated through the Fermilab Welcome and Access Center - No OEMs or specific commercial vendors are named in the solicitation or attachments.

Description

Fermi National Accelerator Laboratory (FNAL) is soliciting proposals for Giese Road Reconstruction as defined in the Scope of Work.

The Subcontractor shall perform all work as described in the Statement of Work for the Giese Road Reconstruction and all exhibits.   All work shall include transportation, overhead, bonding costs, insurance, safety oversight, quality control oversight, and supervision as required to construct the project described in the scope of work and all exhibits.

A Pre-Proposal Meeting and Site Visit are scheduled for 1:30 PM, Central Daylight Time, Wednesday, April 8, 2026.  Participants should meet (see instructions in Request for Proposal document) at the entrance to the Fermilab Welcome and Access Center (FWAC) before being escorted to Giese Road Reconstruction project site. For Access to the National Lab, all subcontractors are required to submit their information at least 5 days prior to the date of the site visit for approval.  See RFP for detailed information.
