The U.S. Coast Guard Aviation Logistics Center (ALC) is seeking repair and evaluation services for MH-65 helicopter Rescue Hoist Control Panels, with a focus on OEM quality and safety standards. - Government Buyer: - U.S. Coast Guard Aviation Logistics Center (ALC), Elizabeth City, North Carolina - OEM Highlight: - Breeze-Eastern LLC is the Original Equipment Manufacturer (OEM) and the only approved source for these hoist control panels - Products/Services Requested: - 14 Rescue Hoist Control Panels (NSN 1680-01-HS3-1373, P/N CS-10300-63-2) for MH-65 helicopters - Repair, bench testing, failure analysis, and quality assurance services for these panels - Test and evaluation services for scrap or potentially unrepairable items - Notable Requirements: - All repairs must comply with OEM and FAA standards - Contractor must provide all necessary OEM parts and maintain ISO 9001 or AS9100 certification - Turnaround time for repairs is 90 days after receipt of components - Detailed documentation required, including failure data reports and component repair records - Competition is restricted due to the OEM's exclusive repair authorization and the critical safety nature of the parts

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03826QB0000089 is issued as a request for quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is a restricted solicitation.  All responsible sources may submit a quotation which shall be considered by the agency. 

It is anticipated that a firm-fixed price purchase order shall be awarded on a sole source basis to Breeze Eastern LLC (CAGE Code: 08484) as a result of this synopsis/solicitation. Sources must be able to obtain the required technical expertise, engineering data, and Original Equipment Manufacturer (OEM) parts required to successfully perform the required repairs. Concerns having the expertise and required capabilities to provide these repairs are invited to submit offers in accordance with the requirements stipulated in this solicitation.
