PROCUREMENT TITLE: PAR Bin System & Support Services INTENT TO AWARD: The Department of Veterans Affairs (NCO 19), 6162 S. Willow Drive, Greenwood Village, CO 80111, intends to award one (1) purchase order on a sole source basis, to PAR Excellence Systems, Inc., for PAR bin systems & support services.

BACKGROUND AND DESCRIPTION: The Salt Lake City Healthcare System (SLCHCS) located at 500 Foothill Blvd Salt Lake City, UT 84148 transitioned from manual, non-weighted Point-of-Use (POU) inventory systems to a weight-based automated inventory management solution to reduce labor burden, stock-outs, and supply costs.
SLCHCS previously procured a PAR Excellence weight-based inventory management system; however, full installation was not completed due to circumstances beyond the Government s control, to include flood damage at select locations, active constructions delays, and dissolution of a subcontractor / partner relationship. This sole source is for the completion and expansion of the previously procured system.

AUTHORITY: This procurement will be issued under the authority of RFO Part 12 Acquisition of Commercial Products and Commercial Services. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Contracting Officer.

INTERESTED PARTIES: THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Interested parties may identify their interest and capability to respond to this requirement as described in the attached Statement of Work no later than 12:00 PM Mountain Standard Time, Friday, April 10th, 2026. Information received in response to this notice must clearly demonstrate the capability of meeting the Government s need as stated above. Include any relevant information (specifications, cut sheets, brochures, capability statement, etc.) confirming the ability to supply the products and/or any services outlined in this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government is not responsible for any potential costs incurred from interested parties desiring to respond to this notice.
