GSA Solicitation for Competitive Natural Gas Supply and Transportation Services for Federal Facilities

The General Services Administration (GSA) is seeking competitive proposals for the supply and transportation of natural gas to a wide range of federal accounts across multiple states and utility service territories. - Government Buyer: - General Services Administration (GSA), Public Buildings Service, Retail Utility Services Division - Key federal customers include Department of Veterans Affairs, USDA, Bureau of Prisons, National Gallery of Art, Department of Energy, Smithsonian Institution, NASA, EPA, Department of Homeland Security, DEA, Social Security Administration, and others - Products/Services Requested: - Supply and transportation of firm or interruptible natural gas to federal facilities - Management of nominations, scheduling, balancing, and transportation to Local Distribution Company (LDC) citygate and burnertip - Full monthly billing cycle coverage for up to 60 months, with possible 12-month extension - Pricing options include firm fixed price and variable pricing with volume variances - Estimated annual usage quantities provided for each account (e.g., 1,859,137 Dth for GSA Central Heating Plant, 83,352 Dth for Loma Linda VA) - No hardware or part-numbered products; this is a commodity supply and service procurement - Unique or Notable Requirements: - Contractors must comply with detailed billing, reporting, and LDC/pipeline tariff provisions - Subcontracting plans required to maximize small business participation - Multiple awards anticipated, with contracts possibly awarded at different times - Technical acceptability criteria must be met - Locations: - Service delivery to federal facilities in AZ, CA, CO, DC, and other states, including major sites such as GSA Central Heating Plant (Washington, DC), Prescott VA (AZ), Loma Linda VA (CA), Florence FCC (CO), National Gallery of Art (DC), and others - Contracting office located at 1800 F Street NW, Washington, DC 20405 - No specific OEMs or named vendors, as this is a commodity natural gas solicitation

Description

The U.S. General Services Administration (GSA) intends to award a contract(s) for the supply of natural gas for accounts located behind various utility service territories as specified in Attachment 7: Preliminary Exhibit 1 of this solicitation. Pricing to the Delivery Point shall include all cost components specified in Attachment 3: Price Component Confirmation Tables of this solicitation. The Contractor shall supply the full requirements of such natural gas for a term of up to sixty (60) months for the full monthly billing cycles. The monthly volumes provided in the Exhibit 1 file for each account are burnertip volumes and will be the contract volumes for any awarded contract(s). GSA will only be providing monthly data in the Exhibit 1 file and will not be providing daily or hourly volumes for any of the included accounts. GSA will place a Final Exhibit 1 file(s) of its requirements into pricing groups, as indicated in  Attachment 7: Preliminary Exhibit 1. Multiple awards are contemplated for this solicitation. Contracts may be awarded at different times throughout the fiscal year as specified in Attachment 7: Preliminary Exhibit 1. Note the preliminary auction dates may be updated by GSA, notice will be provided to Offerors who are deemed technically acceptable by GSA for each auction.

All responsible sources are encouraged to submit a responsive and complete proposal. Technical proposals must be received no later than 3:00 p.m. EST on April 30, 2026.
