Sole Source Procurement of F-35 Simulator Cockpit Displays for Edwards AFB

The Air Force Test Center at Edwards Air Force Base is seeking proprietary F-35 simulator cockpit display components for use as critical spares in government-owned training systems. - Government Buyer: - Department of the Air Force, Air Force Test Center (AFTC), Directorate of Contracting, Installation Contracting Division (AFTC/PZZG) - OEM and Vendor: - Driven Technologies, Inc. (sole source, proprietary supplier) - Products Requested: - F-35 Panoramic Center Display (PCD) - Part number: 800878 - Pilot's primary large-screen interface for flight controls, sensor data, and mission systems - F-35 Standby Flight Display (SFD) - Part number: 800857 - Backup unit providing essential flight data if the primary display fails - Quantities are not specified in the notice - Unique/Notable Requirements: - Components must be exact form, fit, and function replacements compatible with existing F-35 simulator systems - Only Driven Technologies, Inc. has access to the proprietary Interface Control Documents (ICDs) and technical data rights required for these displays - The government is seeking information from other potentially qualified sources, but previous attempts to solicit competition failed due to lack of access to proprietary data - Delivery required within 5 months after receipt of order (ARO) - Place of Performance/Delivery: - Edwards Air Force Base, CA 93524-1185

Description

This is a presolicitation notice; this is not a solicitation for a Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZZG will take procurement action in the matter. No reimbursement will be made for any costs associated with providing information in response to this posting or any follow-up information requests. The purpose of this notification is to inform industry of the USAF’s intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications (small business, large business, etc.) please do not request a copy of solicitation, as one does not exist.

The AFTC Contracting Directorate (AFTC/PZZG), Edwards AFB intends to issue a sole source, Firm-Fixed Price Contract under the authority of 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1, to Aerospace Driven Technologies, Inc, 2807 Catherine WAY Santa Ana, California, 92705-5708, United States.

The applicable NAICS is 336413; Other Aircraft Part and Auxiliary Equipment Manufacturing, with a size standard of 1,250 Employees.

The following is a brief description of the acquisition requirement for existing F-35 Simulators:

P/N: 800878 F-35 Panoramic Center Display (PCD) P/N: 800857 F-35 Standby Flight Display (SFD)

The delivery terms will be: FOB Destination/ 5 months After Receipt of Order (ARO)

There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirement. The response should include any special requirements for a commercial contract (i.e. Commercial Financing, Warranty Provisions, Delivery Information, etc.).

All information furnished shall be in writing and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement. The Air Force Test Center has appointed an Ombudsman to consider, and facilitate, the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman. Additionally, Department of the Air Force Federal Acquisition Regulation (DAFFARS) 5352.201-9101 – Ombudsman, will be included in any potential solicitation and contract for this acquisition.
