Description
TRAC/RELAP Advanced Computational Engine (TRACE) and Purdue Advanced Reactor Core Simulator (PARCS) Plant-model Development for Sequoyah Nuclear Power Plant. The U.S. Nuclear Regulatory Commission (NRC) is issuing a presolicitation notice for a requirement entitled, “TRAC/RELAP Advanced Computational Engine (TRACE) and Purdue Advanced Reactor Core Simulator (PARCS) Plant-model Development for Sequoyah Nuclear Power Plant.”In accordance with its mission to provide technical advice, tools, and information for meeting the needs of the U. S. Nuclear Regulatory Commission (USNRC), the USNRC’s Office of Nuclear Regulatory Research (RES) has committed to the continuous development of the thermal-hydraulic audit code, TRACE, and to the development of a collection of TRACE plant models, each representing one of the reactor types currently in operation. This combination of code and input models provides the NRC staff with readily available tools to perform independent analyses of various transients and accidents, which aids in the resolution of safety issues and in the determination of regulatory decisions. The TRACE model for the Sequoyah plant, which is a 4-loop Westinghouse pressurized water reactor (PWR) with an ice-condenser containment, is slated as the next model for development. The contractor shall, after obtaining from the USNRC plant-specific core-design information, or suitable surrogate information, for the development of a Sequoyah core, use USNRC’s process for integrating thermal-hydraulic data, data from the PARCS code, and fuel-performance data from the Fuel Analysis under Steady-state and Transients (FAST) code to facilitate and perform coupled TRACE/PARCS transient simulations for the Sequoyah TRACE model. The period of performance will be approximately 10 months commencing around June/July 2026. The North American Industry Classification System (NAICS) code for the services required is 541990 “All Other Professional, Scientific, and Technical Services.” Request for Proposal (RFP) No. 31310026R0015 will be posted on, or about, April 15, 2026, as full and open competition under FAR Part 15. Closing date for receipt of proposals will be on, or about, 30 days thereafter.RFP No. 31310026R0015 will be distributed solely through www.sam.gov. All future information about this acquisition, including solicitation amendments will also be distributed solely through www.SAM.gov . Interested parties are responsible for monitoring www.SAM.gov to assure that they have the most up-to-date information about this acquisition. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity.Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable (541990 listed above) to this acquisition must be in vendor's SAM registration. Note: Update SAM profile to include all applicable NAICS Codes associated with your company. Vendors may register for SAM online at www.sam.gov or by calling 1-866-606-8220.In accordance with FAR 4.1102, offerors are required to be registered in SAM.GOV at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements.Additional Links:Click here to see more information about this opportunity on FedConnect
