THIS IS NOT A REQUEST FOR QUOTES. PURSUANT TO FAR OVERHAUL 5.101(a), THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE PURCHASE ORDER TO USGBF NSF, LLC (UEI EYWQCYTNLJ28) AS LESSOR OF BUILDING FOR MINOR REPAIRS, MAINTENANCE, HVAC, ELECTRICAL, AND OTHER BUILDING-RELATED SERVICES

The U.S. Department of Housing and Urban Development, Office of Administration, intends to award a sole source purchase order to USGBF NSF, LLC to provide minor repairs, alterations, mechanical, electrical, and other building-related services at HUD Headquarters.   Per the GSA lease, the lessor is the only contractually authorized entity to perform and coordinate all maintenance and repair activities impacting the building systems.   Many minor repair tasks require interaction with base building systems, which are owned, operated and controlled by the lessor.  Only the lessor has direct access to building infrastructure, system controls, and maintenance records.  The period of performance will be 12 Months. 

In accordance with FAR Overhaul 12.102 (a), for acquisitions valued at or below the simplified acquisition threshold, the Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available as there is only one Lessor.     

This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.    A determination by the Contracting Officer not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.  Responsible sources may identify their interest by responding to this notice via email to  Michelle.L.Johnson@hud.gov  no later than 10:00 A.M.  EST,  April 8, 2026.    All information submitted should support the offerors’ capability to provide the services required and shall be furnished at no cost or obligation to the Government.  The primary North American Industry Classification System (NAICS) code is 531120 (exception), Leasing of Building Space to the Federal Government by Owners with a small business size standard $47.0M.  Any information received will be treated as market research information for future (same or similar) requirements.
