VA iFAMS Cloud Hosting Management and Helpdesk Support Services

The Department of Veterans Affairs Technology Acquisition Center in Eatontown, NJ, is seeking comprehensive hosting management and helpdesk support services for the Integrated Financial and Acquisitions Management System (iFAMS), which operates on the VA Enterprise Cloud Microsoft Azure Gov. Cloud Infrastructure. - Government Buyer: - Department of Veterans Affairs, Technology Acquisition Center, Eatontown, NJ - OEMs and Vendors: - Microsoft (Azure Gov. Cloud Infrastructure is the hosting platform) - ZCore Group LLC (identified as the contractor in the attachments) - Products/Services Requested: - Managed hosting environment setup and ongoing managed services for iFAMS - Tier 2 and Tier 3 Help Desk support, including ticket resolution, escalation, and user satisfaction metrics - Project management, including deliverables such as project plans, kickoff meeting documentation, status reports, staffing/resource plans, and quality assurance plans - Security compliance, including software maintenance, security patch deployment, and risk/security assessment updates - Capacity management, performance testing, and reporting - Business continuity and disaster recovery planning and exercises - Backup and restoration management with strict performance targets - Support for up to 25,000 named users with high concurrency and system availability requirements (99.8% uptime) - Batch processing, software refreshes, and administrative functions (e.g., user ID changes, password resets) - Unique/Notable Requirements: - Services must be delivered on the VA's Microsoft Azure Gov. Cloud platform - Strict service level requirements for response times, availability, and compliance - High standards for security, business continuity, and disaster recovery - Contract is time-and-materials with a ceiling of $34 million - Sole source procurement limited to Service-Disabled Veteran-Owned Small Businesses (SDVOSB) - No option periods; performance through August 31, 2026

Description

The Government s intent to award a sole source contract to zCore Group, LLC., a Service-Disabled Veteran-Owned Small Business (SDVOSB), CAGE Code: 98P13. The statutory authority permitting other than full and open competition for this acquisition is 41 U.S.C. 3304(a)(5), Authorized or Required by Statute , as implemented by Federal Acquisition Regulation (FAR) Overhaul VA Deviation 6.103-5. For this action, 38 U.S.C. 8127(c), known as the Veterans First Contracting Program, provides the authority to directly contract with a SDVOSB or a Veteran-Owned Small Businesses. Any responses received outside of the intended SDVOSB Sole Source Contractor will not be considered.
