Description

The 338th Enterprise Sourcing Squadron (ESS), at Joint Base San Antonio (JBSA) – Randolph, Texas (TX), is seeking information concerning the availability of technically capable small business firms to provide non-personal services for the Air Force Personnel Center (AFPC)/ Strategic Research & Assessment Branch (DSYX), located at JBSA-Randolph TX. The Headquarters, United States Air Force, Director of Air Force Military Force Management Policy, AF/A1P, Accession and Training Division (A1PT) is responsible for the Air Force Examining Activities Program, which supports the STAR Program established in DAFMAN 36-2664. The STAR mission is to develop assessments and screening processes to assess recruit and Airmen knowledge, skills, abilities, and potential, and then optimally match personnel to jobs that optimize their abilities and potential to support optimal warfighting mission capability. The purpose of the program is to apply scientific evidence-based practices to optimize human capital management, mission capability, readiness, reduce attrition, and increase retention by improved selection, classification, and utilization assessment. The Service Provider (SP) shall provide a broad set of technical skills critical to the effectiveness of STAR, including psychometric expertise, programming, database management, research design, data analysis, assessment development, aviation psychology, and direct software and system engineering.
