USDA APHIS Veterinary Services is seeking proposals for the supply of official USDA-approved, Animal Identification Number (AIN) compliant Low Frequency (LF) RFID button ear tags for cattle and bison to support the Animal Disease Traceability (ADT) Program. - Government Buyer: - U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), Minneapolis, MN - Products/Services Requested: - USDA-approved, AIN-compliant HDX Low Frequency RFID button ear tags (white and orange) - Must meet USDA Official Animal Identification Device Standards (OAIDS) - Estimated need: 5 to 8 million tags annually, over a 5-year period (total up to 40 million tags) - Tags must be packaged in pairs with sequential Animal Identification Numbers - Minimum order: 1,000 tags; minimum order value: $25,000; maximum cumulative order value: $25,000,000 - Applicators for tags may also be required - OEMs and Vendors: - Only USDA-approved manufacturers of official low frequency 840 devices for cattle and bison are eligible - No specific OEMs or brands are named; all USDA-approved manufacturers may compete - Unique/Notable Requirements: - Offerors must provide proof of USDA approval for tags - Compliance with OAIDS standards and federal anti-discrimination laws - Emphasis on small business participation - Detailed requirements for tag distribution, quality control, packaging, and reporting - Offerors must submit a shipping and tracking management plan and past performance information - Place of Performance/Delivery: - USDA APHIS Veterinary Services offices, including Minneapolis, MN and Iowa - Delivery orders will be issued as needed throughout the contract period

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Proposals are being requested and separate written solicitation will not be issued. 

Solicitation number 12639526R0001 is issued as a Request for Proposal (RFP) for Official USDA plastic, tamper evident, low frequency radio identification (LF RFID) 840 button-type ear tags approved for cattle and bison.   

This acquisition  is not set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 334419  The small business size standard is 750 employee  This acquisition is an unrestricted requirement.   All responsible USDA approved manufacturers of official low frequency 840 devices approved for cattle and bison may submit a proposal which will be considered by the agency.
