The Naval Surface Warfare Center Carderock Division (NSWC Carderock), under the Department of the Navy and NAVSEA, is seeking a small business to deliver in-person Fundamentals of Uncertainty Analysis Training at its Bethesda, Maryland facility. - Government Buyer: - Department of the Navy, Naval Surface Warfare Center Carderock Division (NSWC Carderock), Radiation Detection Technology Branch - Products/Services Requested: - In-person Fundamentals of Uncertainty Analysis Training - Focus on statistical propagation of measurement uncertainty for radiation detection and calibration standards - Includes hands-on calculations and coverage of ANSI N323AB-2013 and NUREG 1507 standards - Contractor must provide training materials for 20 participants - Contractor must demonstrate expertise in radiation testing statistical methods - Quantities: - 1 in-person training session - 20 sets of training materials - Unique/Notable Requirements: - Small business set-aside (NAICS 611430) - Training must be completed within 120 days of contract award - In-person delivery required at NSWC Carderock - Firm fixed price contract, awarded on a lowest price technically acceptable basis - No specific OEMs or vendors are named in the solicitation

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.  Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures.  The Government intends to solicit for a In-Person Fundamentals of Uncertainty Analysis Training as detailed in the attached solicitation. This announcement constitutes the only solicitation and a written solicitation will not be issued.

This is procurement IS set aside for small business.  The NAICS code is 611430 and the Small Business Standard is $15 Million.

The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2026-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20251110.  SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS.

The Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible quoters on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with quoters. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

Quote packages are due on or before 10:00 AM EDT on Wednesday, 8 April 2026. Responses shall include Official Company Name, Cage Code, and Point of Contact name & phone number.  Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
