This opportunity seeks contractor support for the Army Service Component Command (ASCC) educational programs at the U.S. Army War College (USAWC), Carlisle Barracks, Pennsylvania. - Government Buyer: - Department of the Army, Mission Installation Contracting Command (MICC) at Carlisle Barracks - U.S. Army War College (USAWC), CSL Army Service Component Command (ASCC) - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation or attachments - Services Requested: - Program support labor services (firm fixed price) for a base year, four 12-month option years, and a 6-month extension - Serve as the Primary Integrator for ASCC and Theater Army educational efforts - Develop and deliver Theater Army Staff Courses (TASC) and related academic materials - Provide teaching, research, exercise support, presentations, document review, symposia attendance, and project support - Support up to ten Theater Army Staff Courses, one elective, five exercises, ten presentations, ten lessons, one research project, four document reviews per month, four symposia, and two projects/events annually - Unique or Notable Requirements: - Key personnel must have a master's degree in a relevant field, advanced military education, and a SECRET clearance - Contractor must maintain subject matter expertise and teaching currency - Travel to various Army and NATO locations is required (costs not to be quoted) - Small business set-aside under NAICS 611310 (Colleges, Universities, and Professional Schools) - Period of Performance: - Base year plus four option years (each 12 months), and a 6-month extension, covering FY26–FY31 - Primary Places of Performance and Delivery: - Carlisle Barracks/USAWC, PA (primary) - Additional Army and NATO locations: US Army Europe/Africa (Wiesbaden, Germany), USARPAC (Fort Shafter, HI), Scott Air Force Base (SC), Joint Base San Antonio (TX), Fort Bragg (NC), NATO LANDCOM (Izmir, Turkey)

Description

The contractor shall participate in the preparation and conduct of courses, classes, and events; maintain teaching and subject matter currency; and serve as a Subject Matter Expert in support of research and document review. Specifically: the contractor will serve as the Primary Integrator for Army Service Component Command (ASCC) and Theater Army educational efforts at the US Army War College (USAWC). See attachments.
