Description
The Defense Health Agency intends to award a Firm-Fixed-Priced 30-month sole source follow-on contract under Commercial terms and conditions and on a noncompetitive basis under the authority of FAR 6.103-1(c)(2)(ii) - Services may be deemed as available from only one source under when awarding a follow-on contract for the continued provision of highly specialized services which would result in unacceptable delays in fulfilling the agency’s requirements. This 30-month sole-source follow-on contract is to provide individual medical readiness (IMR) services, deployment readiness medical services, physical exams (accession, retention, occupational health, and specialty), and Reserve Component (RC) dental exams and limited dental treatment. These activities support the Military Departments’ efforts to meet or exceed established DoW IMR standards, deployment health-related initiatives, and Force Health Protection (FHP) requirements and goals. There are three modalities of service: in-clinic (contractor network medical and dental providers), virtual, and group event. All services provided under the RHRP must be documented, as allowed, within the Data Exchange Platform, which will then feed over fourteen different Service Components’ (SC) electronic databases and supporting systems and sub-systems from which the individual’s medical record may be updated. The RHRP supports the RC, TRICARE Prime Remote (TPR) (Army, Navy, and Marine Corps), Department of Homeland Security (DHS) U.S. Coast Guard (active duty and Reserve) SMs and re-deploying DoD civilians from participating DoW Agencies.
The award would continue services currently performed under contract RHRP-3 W15QKN-21-D-5000 which expires as of 28 May 2026, until the agency completes the source selection evaluation phase and award RHRP-4. The agency anticipates a 6-month base period of performance effective 29 May 2026 to 28 November 2026, six 3-month option periods effective 29 November 2026 to 28 May 2028 with an up to 6-month extension of services option effective 29 May 2028 to 28 November 2028.
This is not a request for proposals. Any interested party that believes it can meet the requirements described herein may identify their interest and capabilities in response to this notice. Responses must be submitted by email to the points of contact no later than 4:00PM EDT on 15 April 2026. Telephone responses and requests will not be accepted. A determination by the Government not to compete the requirement based on responses to this notice is solely within the discretion of the Government. The agency will not consider award of the requirement small businesses under the NAICS code identified in this notice.
All responding vendors must be registered to the System for Award Management (SAM). Complete SAM registration means a registered Unique Entity ID (UEI) and Commercial and Government Entity (CAGE) code.
