GENERAL INFORMATION:

This is a Sources Sought Notice (SSN) and is for information and planning purposes only. This notice shall not be construed as a solicitation or as an obligation on the part of the HHS. The purpose of this SSN is to identify qualified business concerns, especially small businesses, that are interested in and capable of performing the work described herein. HHS does not intend to award a contract based on responses received nor otherwise pay for the preparation of any information submitted. Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a small business set aside is possible. The requirement’s suggested North American Industry Classification System (NAICS) code is 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services) with a size standard of $40 Million.

THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against HHS shall arise because of a response to this SSN or the HHS’s use of such information furnished in response to this notice.

SOURCES SOUGHT DESCRIPTION:

The Administration for Children and Families (ACF) is seeking to modernize its regulatory and sub-regulatory review processes to reduce administrative burden, improve operational efficiency, and accelerate deregulatory initiatives. As such, ACF is seeking a commercially available, cloud-based AI-enabled platform capable of supporting:

AI-assisted drafting of Notices of Proposed Rulemaking (NPRMs) for publication in the Federal Register. Analytical reviews of regulatory and sub-regulatory documents. Support for regulatory cost-benefit analysis concepts. Alignment with Federal Register drafting conventions; and Immediately deployable within an active operational environment.

RESPONSE INSTRUCTIONS:

Responses to this notice shall be submitted via email to Contracting Officer Rosa Lopez at Rosa.Lopez@hhs.gov by no later than 4:00PM Eastern on Wednesday, April 8, 2026.  All information furnished must be in writing and must contain enough detail to allow the HHS to determine the respondents’ ability to meet the requirements described herein. Please reference the notice number 7571TE26Q00017on all correspondence.
