This opportunity seeks contractors to provide emergency warehouse and distribution services for the Louisiana Department of Health's Strategic National Stockpile (SNS) and Emergency Support Function 8 (ESF8) operations: - Government Buyer: - Louisiana Department of Health, Office of Public Health, Bureau of Community Preparedness - Office of State Procurement - Scope of Services: - Receiving, staging, storing, and distributing medicines, medical supplies, and equipment from the SNS - Operation of Receiving, Staging and Storage Sites (RSS), Regional Distribution Sites (RDS), and ESF8 warehouse facilities - Statewide distribution services, including provision of vehicles and drivers - Refrigeration and freezer storage for temperature-sensitive supplies - Command and control liaison with the LDH Emergency Operations Center - Key Requirements: - Minimum 20,000 sq ft warehouse space with racking for an additional 30,000 sq ft or 50,000 sq ft open storage - 17 material handlers, 3 forklift operators, warehouse manager, and necessary equipment (forklifts, pallet jacks, dollies, pallets) - 15 vehicles (10 with 26,000 lbs capacity, 5 climate-controlled with 10,000 lbs capacity), CDL and hazardous material licensed drivers as needed - Refrigeration: at least 200 cubic feet at 41°F or lower, and 112 cubic feet freezer at 0°F, with monitoring and logging - Facilities must meet standards for security, temperature control, lighting, power generation, and accessibility - Ability to mobilize within 6 hours of activation and provide 24/7 support during emergencies - OEMs and Vendors: - No specific OEMs or vendors are named; open to qualified providers with at least 5 years of relevant experience - Notable Requirements: - Electronic tracking systems for vehicles may be required - Command center facilities and liaison support - Pricing to be submitted via attached price sheet - Locations: - Primary operations and delivery in Baton Rouge, including LDH Office of Public Health at 628 North 4th Street - Statewide distribution as needed

Description

This solicitation seeks to establish multiple contracts for Receiving, Staging and Storage Sites (RSS), Regional Distribution Sites (RDS), and Emergency Support Function 8 (ESF-8) operations for the Louisiana Department of Health. The contractor will provide warehouse and distribution operations to receive, stage, store, and distribute Strategic National Stockpile shipments including medicines, medical supplies, and equipment during declared emergencies.
