Description
Notice of Intent to sole source under FAR Part 13.106-1(b)(1). The United States Department of Agriculture intends to contract with the Livestock Nutrition Center, LLC on a sole source basis for Cattle Feed Rations to support an ongoing ARS Project. Steers in the study are placed on a tiered feeding program. Each tier’s acceptability is dependent on the previous one. The tiers are specifically formulated to prevent cattle from getting acidosis and to ensure the continuity of research, the total mixed ration must complement the previous rations.
The Oklahoma and Central Plains Agricultural Research Center requires bulk delivery of cattle rations to the below specifications:
Low protein finisher total mixed ration: Ration must be composed of (on a dry matter basis) 9.45% crude protein, NEm 91.70 Mcal/cwt, NEg, 60.64, TDN 85.47%, 10% roughage, 28 g/ton Rumensin, 4% fat and 9.8% fiber. Calcium: Phosphorus ratio must be 2. Rations must include 0.66% potassium, 0.46% salt, 0.04% sodium, 0.08% chloride, 0.15% magnesium, 15.25 ppm copper, 32.9 ppm manganese, 53.82 ppm zinc, 90.03 ppm iron, 1,364 IU/lb of vitamin A and 7.74 IU/lb of vitamin E. Must contain a roughage pellet. High protein finisher total mixed ration: Ration must be composed of (on a dry matter basis) 13.62% crude protein, Nem 91.21 Mcal/cwt, NEg, 60.21, TDN 84.21%, 10% roughage, 28 g/ton Rumensin, 4% fat and 8.5% fiber. Calcium: Phosphorus ratio must be 1.3. Rations must include 0.70% potassium, 0.45% salt, 0.08% sodium, 0.12% chloride, 0.17% magnesium, 15.76 ppm copper, 36.73 ppm manganese, 57.63 ppm zinc, 104.01 ppm iron, 1,357 IU/lb of vitamin A and 7.71 IU/lb of vitamin E. Must contain a roughage pellet. The roughage pellet must be composed of (on as fed basis) 30.8 NEm Mcal/CWT, 4.4 NEg Mcal/CWT, 39.6% TDN, 6.16% crude protein, 30.80% crude fiber, 88% roughage and 1.23% calcium.
Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities and other information demonstrating their ability to meet the Governments’ needs no later than the response time provided. Detailed capability statements must be emailed to the attached POC. This synopsis is not considered a request for a bid/proposal. No solicitation document is available, phone communications will not be accepted and request for further technical information will not be honored. Respondents are also advised that the Government is under no obligation to acknowledge receipt of the information of provide feedback about any of the information received. No contract will be awarded on a basis of information received in response to this notice. Information received will be used to determine if a comparable source is available and more advantageous to the Government.
