US Coast Guard Replacement of Bard/Marvair Wall-Mounted HVAC Units at Texas VTS Sites

The U.S. Coast Guard is seeking a contractor to replace wall-mounted air conditioner/heater units at multiple Vessel Traffic Service (VTS) locations in Texas. - Government Buyer: - U.S. Coast Guard, Department of Homeland Security - Regional Support Team (RST-08) New Orleans and Base Galveston - Offices: 70Z029 and Base Galveston - OEMs and Vendors: - Bard (primary OEM for air conditioner/heater units) - Marvair (existing units may be Marvair; compatibility required) - Equivalent equipment from other manufacturers may be considered if fully compatible - Products/Services Requested: - Removal and disposal of existing Bard or Marvair wall-mounted HVAC units - Installation of new 2-3 ton wall-mounted HVAC units (Bard or equivalent) with 5KW heater coils - Quantity: At least two new units specified for City Dock VTS; three delivery orders (one per VTS site) implied - Compatibility with existing Bard or Marvair dual AC and heat controllers, or installation of new dual controllers if needed - Site investigations, testing, and compliance with safety and disposal regulations - All labor, materials, and equipment required for full replacement - Unique/Notable Requirements: - All new units must be compatible with existing Bard or Marvair controllers, or new dual controllers must be provided - Strict compliance with federal, state, and local disposal and safety regulations - Small business set-aside under NAICS 238220 - Daily verbal progress reports required during project execution - Mandatory site visit prior to work commencement - Locations: - Tucker Bayou VTS (Deer Park, TX) - Greens Bayou VTS (Houston, TX) - City Dock VTS (Houston, TX) - USCG Base Galveston (project management/government facility) - USCG Base New Orleans and USCG Finance Center (contracting/finance offices)

Description

This is a combined synopsis/solicitation to provide all labor, materials, and equipment necessary to remove the current Bard wall mounted air conditioners/heaters units and replace it with a new 2-3 ton Bard air conditioner /heater or equivalent equipment at the sites listed below. All new equipment must be compatible with the currrently installed Bard dual AC and heat controller or be installed with new dual controller. 

All work is to be completed in accordance with the scope of work. This is set aside 100% for small business, the applicable NAICS code is 238220 and small business size standard is 19M.This will be a firm fixed priced service contract awarded to the offeror with the lowest price technically acceptable.

Offerors must be actively registered in System for Award Management, https://www.sam.gov

FAR 52.237-1 -- Site Visit (Apr 1984). Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
