Description

The Department of Labor’s Wirtz Labor Library, operating under the Office of the Assistant Secretary for Administration and Management (OASAM), may “expend for periodicals” under 29 USC 558. The Daily Labor Report and Occupational Safety & Health News, published by Bloomberg, are two highly requested periodicals that provide breaking, up-to-date, and relevant news that inform DOL’s regulatory and policy work. DOL has subscribed to each publication since their inceptions—The Daily Labor Report since the 1940s and the Occupational Safety & Health News since the 1970s. They are critical and highly visible periodicals relied upon by DOL employees and leadership. Bloomberg shall provide online access to The Daily Labor Report and Occupational Safety & Health News to a number of users to be determined at the beginning of each contract year. Bloomberg shall provide an administrative module where named DOL Library staff may modify users and user newsletter subscriptions. Bloomberg shall provide usage statistics on access of The Daily Labor Report and Occupational Safety & Health News by DOL users. Services include online access to The Daily Labor Report and Occupational Safety & Health News for a number of users. The number of users fluctuates yearly depending on the needs of DOL. On an historical basis, the number of users has trended down as prices have risen, but currently the user base is around 400 users for The Daily Labor Report and 150 for Occupational Safety & Health News. DOL cannot provide a specific guarantee of the patterns or volume of use under this contract. Accordingly, DOL seeks flexibility in licensing the number of periodicals users on an annual basis. Bloomberg shall provide a mechanism for DOL Library staff to manage users and access, with Bloomberg and the Contracting Officer’s Representative (COR) overlapping in the ability to add and delete users and to manage the services to which users have access. Bloomberg will not add or remove users without written permission of the designated COR. When Bloomberg adds or removes users with the written permission of the COR, account access must be established within one (1) business day of request receipt. Bloomberg shall prepare and furnish quarterly reports on DOL user activity. These reports will be used to analyze usage patterns and validate use. Quarterly reports shall include user IDs, user click counts, user log in counts, and user query counts.
