U.S. Army Shower, Laundry Trailer, and Water Support Services for Training Exercise

The U.S. Army, through the Mission & Installation Contracting Command (MICC) at Fort McCoy, is seeking sources to provide comprehensive shower, laundry, and water support services for a large-scale Army training exercise in Mississippi and Louisiana. - Government Buyer: - U.S. Army, MICC Fort McCoy (Mission & Installation Contracting Command) - Scope of Services: - Rental, delivery, installation, maintenance, and removal of 28 shower trailers (each with at least 12 showerheads and 6 sinks) and 14 laundry trailers (each with at least 8 washers and 8 dryers) - Provision of potable water delivery (up to 30,000 gallons per shower trailer per day, 2,400 gallons per laundry trailer, and 10,000 gallons for Army assets) - Gray water removal and disposal (up to 20,000 gallons per shower trailer per day, 2,400 gallons per laundry trailer, and 10,000 gallons for Army assets) - Propane refueling for hot water heaters and provision of diesel generators for trailer power - Setup and tear-down of all equipment, with setup completed before the performance period - Sanitation of all trailers three times per week (Mondays, Wednesdays, Fridays) - Maintenance support with 8-hour response and 24-hour resolution times; post-severe weather inspections - Unique/Notable Requirements: - All trailers must meet specific safety and sanitation standards, including slip-resistant flooring, fire extinguishers, emergency shut-offs, and grounding rods - Performance incentives and corrective actions tied to service quality and timeliness - Services support up to 15,000 personnel across five locations - Contract anticipated as a 100% Small Business Set-Aside - NAICS codes under consideration: 532490 (Equipment Rental/Leasing) and 562991 (Septic Tank and Related Services) - Locations: - Multiple federal and military sites in Mississippi and Louisiana, including Camp Shelby, Camp Beauregard, and Gulfport - Contracting office at Fort McCoy, WI - Period of Performance: - Approximately three consecutive weeks in June, with setup required 5-7 days prior to start

Description

The Mission & Installation Contracting Command (MICC) – Fort McCoy is seeking information from potential sources, particularly from the small business community, who are capable of providing commercial services for shower and laundry trailer rental, and comprehensive water operations support for a large-scale U.S. Army training exercise.

The requirement includes providing all personnel, equipment, supplies, transportation, supervision, and other non-personal services necessary to deliver, install, maintain, and remove shower and laundry trailers, as well as manage potable water delivery and gray water disposal services.

Period of Performance: A 3-week period during June 2026. Place of Performance: Services are required at multiple locations across Mississippi and Louisiana. Set-Aside: To meet these requirements, the Government is currently evaluating the most efficient procurement strategy which may include considering a 100% small business set aside. Specifically, we are considering a directed order under FAR Part 8 utilizing the GSA Multiple Award Schedule (MAS), or alternatively, a solicitation on the open market utilizing Simplified Acquisition Procedures (SAP) in accordance with FAR Parts 12 and 13. NAICS Code: The Government is considering NAICS codes 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing) and 562991 (Septic Tank and Related Services). We are seeking industry feedback on the most appropriate code for this requirement, as well as recommendations for applicable GSA Special Item Numbers (SINs).
