Howard County is seeking a qualified construction firm to upgrade the fuel storage and dispensing system at the Department of Recreation & Parks Headquarters. - Government Buyer: - Howard County Office of Procurement (Department of Recreation & Parks, Bureau of Facilities, Office of Procurement and Contract Administration) - Project Scope: - Demolition and removal of three existing 10,000-gallon aboveground steel fuel storage tanks (ASTs) for diesel and gasoline, including all accessories - Demolition and removal of existing fuel dispensers, piping, electrical wiring, lighting, surveillance equipment, and associated infrastructure - Installation of two new 12,000-gallon double-walled fiberglass underground storage tanks (USTs) for diesel and gasoline - Installation of a new fuel service island with two high-flow fuel dispensers (diesel and unleaded gasoline), including all accessories - Installation of a 1,000-gallon double-wall steel oil/water separator system (Highland Tank Model HTC-1000 Series-G UL-SU2215 or equivalent) - New electrical system components, including wiring, grounding, lighting, panelboards, conduits, boxes, supports, and lightning protection - Integration and reconnection of the E.J. Ward fuel management card reader - Site improvements: new canopy, concrete work, fencing, paving, drainage, and security features - Products & Quantities: - Removal of 3 x 10,000-gallon ASTs - Installation of 2 x 12,000-gallon double-walled fiberglass USTs - 2 new fuel dispensers and accessories - 1,000-gallon oil/water separator system - Multiple site and electrical infrastructure components (see line items) - Notable Requirements: - Compliance with Maryland and federal environmental and safety regulations (NEC 2023, NFPA 30A, Howard County amendments) - Adherence to Howard County's Living Wage and Equal Business Opportunity programs (15% subcontracting goal) - Rainforest Protection Act compliance for wood products - Electronic bid submission and 5% bid bond - Project duration: 120–150 calendar days; $500/day liquidated damages for delays - Manufacturer warranties: up to 30 years for tanks, 2–5 years for electrical equipment - Testing, commissioning, and training for County personnel - OEMs and Vendors: - Highland Tank (oil/water separator system) - E.J.
