The U.S. Embassy Koror, under the Department of State, is seeking construction services for the Koror Space Force ISTO Infrastructure Project: - Government Buyer: - U.S. Embassy Koror, Department of State - Contracting Officer: Mark Whitehead - Products and Materials Requested: - 30-amp single pole circuit breaker for ISTO rack (1 unit) - 20-amp two pole circuit breaker for HVAC unit (1 unit) - NEMA L5-30R 30Amp receptacle for ISTO equipment (1 unit) - Interior, outdoor, and below grade conduits compliant with NEMA TC-2, NEMA TC-3, UL 615 - Sch 80 PVC LB connectors (NEMA TC-3, UL 514B compliant) - Split-type HVAC unit (18,000 BTU, corrosion resistant) (1 unit) - Orange-colored detectable marking tape for underground utilities - Electrical cables (#8 AWG, NFPA 70 compliant) - Ground cables (#6 AWG copper, green insulation) - Ground rods (19mm x 3048mm copper clad) - Services Requested: - Complete construction services including labor, materials, equipment, permits, and compliance with local laws and safety standards - Unique or Notable Requirements: - All work must be completed within 60 working days of notice to proceed - Liquidated damages of $360 per day for late completion - Compliance with local permits, safety standards, and U.S. Embassy requirements - Site visit required prior to bid submission - No specific OEMs or brand names are specified; products must meet listed standards (NEMA, UL, NFPA) - All work to be performed at the U.S. Embassy Compound in Airai, Palau

Description

Enclosed is a Request for Quotes (RFQ) for KOROR Space Force Infrastructure Project.  If you would like to submit a quotation, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form that follows this letter.

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.  We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

A site visit has been scheduled for 2:00PM, Monday, 30 March 2026. If you would like to join, please send your name(s) or your representative’s name(s) to TeriongKL@state.gov on or before 2:00 PM, Friday, 27 March 2026.

Quotations are due by 4:30PM, 09 April 2026. No quotations will be accepted after this time. Quotations must be in English and incomplete quotations will not be accepted.

Your quotation must be submitted electronically to TeriongKL@state.gov. It is important to make sure the submission is made in specific size and format; in the latest MS-Word or MS-Excel versions or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.
