Description
In accordance with Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the James A. Haley VA Medical Center intends to negotiate a sole-source award with L1 Enterprises, located at 618 W Patrick St., Frederick, MD 21701. L1 Enterprises is the sole SDVOSB provider authorized by the Original Equipment Manufacturer to supply and support the maintenance and firmware software updates of the ScrubEx cleaning system currently utilized at the facility. Due to the nature of this system, no other vendor is qualified to provide or install compatible replacement components or perform associated repairs without compromising the integrity, certification, and warranty of the system. L1 Enterprises technicians are factory-trained and certified to carry out repairs and ensure compliance with all federal healthcare facility requirements. Their unique expertise and authorization are necessary to maintain the system's operational reliability, code compliance, and warranty status. Therefore, L1 Enterprises is recommended as the sole source provider for the replacement and repair of the ScrubEx cleaning system and associated system components, ensuring continuity of service, adherence to code, and protection of the system s certification status. This requirement covers the preventive maintenance and repair (PM&R) of the ScrubEx system at the James A. Haley VA Medical Center, located at 13000 Bruce B. Downs Blvd, Tampa, FL 33612. The North American Industry Classification System (NAICS) code for this procurement is 811310, with a size standard of $12.5 million. This notice of intent is not a request for quotations. Interested parties that believe they possess the capability and qualifications to meet these requirements may identify their interest and submit capability statements. All submissions must be received no later than 3:00 PM EST on April 6th, 2026. Information submitted in response to this notice will be provided at no cost or obligation to the Government. No formal solicitation will be issued. Responses received will be evaluated; however, the Government reserves the right to proceed with the sole-source negotiation with L1 Enterprises if no acceptable responses are received.
