Description

1. Description of Action

DLA Weapons Support - AUC intends to award a firm-fixed-price, sole-source contract to GOODRICH CORPORATION (CAGE: 6K4C8), located at 4630 N Beach St STE 100, Haltom City, TX 76137-3201.

2. Description of Requirement

The requirement is for the procurement of non-commercial engineering services necessary to support the F-22 Landing Gear program. The contractor shall provide two main deliverables:

Cataloging and Provisioning Data: The contractor will deliver Logistics Product Data (LPD) and Engineering Data for Provisioning (EDFP) required for the complete cataloging and provisioning baseline of the F-22 Nose and Main Landing Gear systems (P/Ns: 5HL11001-101/107, 5HL11100-102/112, and 5HL11100-101/111). Depot Gap Analysis: The contractor will perform a comprehensive gap analysis to support the establishment of an organic, Depot-level Repair and Overhaul Capability at Hill Air Force Base (HAFB). This includes assessing current capabilities, identifying skill and training gaps, and identifying all necessary equipment and tools.

The anticipated period of performance is To Be Determined (TBD).

3. Statutory Authority for Sole Source

This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

The intended vendor, GOODRICH CORPORATION (doing business as Collins Aerospace), is the Original Equipment Manufacturer (OEM) and current Design Authority for the F-22 landing gear end items. As the OEM, Collins is the only source that possesses the complete, proprietary technical data, drawings, and engineering expertise required to develop and deliver the specified Logistics Product Data (LPD), Engineering Data for Provisioning (EDFP), and perform the in-depth gap analysis required to establish an organic depot capability. No other source has access to or the rights for this essential proprietary data.

4. Instructions for Interested Parties

This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, which shall be considered by the agency. Interested parties who believe they are capable of meeting the requirement must provide a written response to the Contracting Officer at kyle.swaner@us.af.mil no later than the response date of this notice.

The capability statement must be clear, concise, and provide sufficient evidence of the party's ability to perform the required services, including evidence of access to the necessary proprietary data.

5. Disclaimer

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
