This is an INTENT TO SOLE SOURCE NOTICE only.

This is an intent to sole source notice for commercial items prepared in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. This announcement constitutes the only notice of intent to sole source and synopsis of proposed action. The Department of Veterans Affairs, VHA, Network Contracting Office (NCO) 15 intends to negotiate/award a sole-source contract to SIBW LLC for urgent repair services required for the Mobile Vet Center (MVC) assigned to the Marion VA Health Care System in Evansville, IN. The contract will be a Firm Fixed award. The statutory authority for this noncompetitive acquisition is FAR 13.106- 1(b) as implemented by FAR 6.302-1.

The North American Industrial Classification System (NAICS) code for this procurement is 811111, and the FSC/PSC is J023. The Department of Veterans Affairs intends to solicit and award an Open Market Sole Source Firm Fixed award for SIBW LLC for urgent repair services required for the Mobile Vet Center (MVC) assigned to the Marion VA Health Care System in Evansville, IN 47715.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A SOLICITATION WILL NOT BE POSTED.

The requirement consists of specialized repair services for a 2015 Farber Freightliner M2 106 Mobile Vet Center vehicle. Market research conducted by the Government identified SIBW LLC as the only vendor within the region possessing the equipment, capability, and technical expertise to perform the necessary repairs. During market research, the only other vendor identified, American RV, confirmed they would subcontract all repair work to SIBW LLC, verifying that no independent competitive source exists. Due to the urgent and mission critical nature of the repairs essential to maintaining the operational readiness of the Mobile Vet Center, which serves Veterans through community outreach and counseling soliciting competition would result in unacceptable delays. Therefore, in accordance with FAR 13.106 1(b)(1)(i), the Government intends to negotiate solely with SIBW LLC, as only one responsible source is capable of meeting the requirement within the necessary timeframe. Interested parties may identify their interest and capability by submitting a response via email to Erika.Kobulnicky@va.gov no later than 7:00 AM CST on April 10, 2025. All responses received by the closing date will be reviewed and considered by the Government. Respondents must provide clear and convincing evidence of their ability to meet the requirement. This notice is not a request for competitive quotes; however, any responsible source that believes it can perform these repairs without subcontracting and within the required timeframe may submit a capabilities statement demonstrating its ability to independently meet the Government s needs. However, a determination by the Government to not compete is solely within the discretion of the Government.
