Empire State Development (ESD) is seeking qualified vendors to conduct a comprehensive Quantum Technology Landscape Study for New York State. - Government Buyer: - Empire State Development (ESD), also referenced as NYS Urban Development Corporation and New York State Energy Research and Development Authority (ESD) - Scope of Work: - Research and analyze the quantum technology sector in New York State, including quantum computing, sensing, communications, and materials - Assess the startup ecosystem, policy frameworks, workforce development, and benchmark New York against peer states and countries - Perform literature review, patent analysis, stakeholder/researcher interviews, and market segmentation - Deliverables include a detailed PDF report and a Microsoft PowerPoint presentation with actionable recommendations for investment, R&D, workforce, infrastructure, and policy - Study must cover all ten regions of New York State - Notable Requirements: - Strict compliance with ISO 27001, 27005, 27035 information security standards (or comparable, if approved) - Adherence to GDPR if applicable, and compliance with federal and state cybersecurity and AI laws - Vendors must monitor third-party compliance, provide identity access management, and document certifications - Submission of a line-item budget, diversity practices questionnaire, and a communication/reporting plan - No specific OEMs, part numbers, or hardware/software products are requested; this is a research and analysis services procurement - Period of performance is expected to begin in April and complete by May, with a duration of approximately one to two months; contract structure (lump sum or hourly) to be proposed by the respondent
