ABMC Seeks Global Enterprise Mobile Phone Services for International Sites

The American Battle Monuments Commission (ABMC) is seeking information from vendors about their ability to provide Global Enterprise Mobile Phone Services (GEMS) for approximately 200 mobile lines across 26 cemeteries and memorials in 17 countries. - Government Buyer: - American Battle Monuments Commission (ABMC), Office of the Chief Information Officer, headquartered at 2300 Clarendon Blvd, Suite 500, Arlington, VA - OEMs and Vendors: - No specific OEMs or vendors are named; the RFI is open to all qualified providers of cellular/mobile services - Products/Services Requested: - Cellular/mobile phone services with the following subscription plans (each for up to 200 lines): - PLAN A: Voice and SMS/MMS (unlimited calling/messaging, global roaming, multi-carrier access, SIM/eSIM support) - PLAN B: Voice, Data, and SMS/MMS (4G/5G data, minimum 50GB high-speed in US/EU/UK, Wi-Fi calling, device management) - PLAN C: Voice, Data, SMS/MMS, and Tethering (premium plan with pooled global data, priority support, enhanced monitoring) - PLAN D: Data Only (for tablets/broadband devices, 100GB high-speed data minimum, roaming, tethering) - Temporary Additional Services (as needed, for excess roaming or special usage) - Deliverables include monthly billing, SLA reports, and quarterly optimization - Unique or Notable Requirements: - Global roaming and multi-carrier redundancy required - SIM/eSIM provisioning and integration with ABMC-furnished devices - Compliance with Section 889 (prohibiting certain Chinese telecom equipment) and cybersecurity risk management - Vendors must provide a capabilities statement indicating which locations can be serviced - Transition and migration plans must be completed within 30 days of award - Period of Performance: - One-year base period with four one-year option renewals; monthly invoicing and quarterly reporting required - Locations: - Services required at ABMC headquarters (Arlington, VA), Paris Office (France), Manila Office (Philippines), and 26 cemeteries/memorials in 17 countries including France, Belgium, Italy, United Kingdom, Philippines, Tunisia, Panama, and Mexico

ABMC is seeking information from vendors who can provide cellular services for locations identified in Appendix A. We are interested in solutions that can cover all locations, but proposals for some locations are also welcome.

This is a sources-sought RFI only and no contract will be awarded at this stage. Vendors are asked to review the attached draft PWS and provide information on their ability to deliver services, including coverage, plans, pricing, and any value-added offerings.

Please submit a brief capabilities statement outlining your ability to meet these requirements. Please clearly indicate which locations you are able to service and which you are not able to service.
