Description

The Naval Air Systems Command (NAVAIR) awarded a Firm Fixed Price (FFP) sole source contract to Cobham Advanced Electronic Solutions (CAES) Systems Inc., 305 Richardson Road, Lansdale, PA 19446, to produce and deliver modifications to convert Low Band Transmitters (LBTs) to Low Band Consolidation (LBC) Transmitters, as a follow-on to the previous LBC production contract N00019-23-C-0038. 

This procurement implements an engineering change proposal (ECP) developed under a previous contract and includes supplies and services required for the production and delivery of up to eighty-five (85) modified LBTs to LBC transmitters and associated spare components, as well as updating up to eleven (11) -501 LBCs to -503 variant.

The LBC Transmitter will be a direct form and fit replacement of the LBT in the existing ALQ-99 pod.  This award includes a base and two option years with deliveries estimated to begin in Quarter 3 FY27.

The applicable NAICS Code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. 

The LBT and Band 4 transmitter are part of the AN/ALQ-99 Tactical Jamming System (TJS), are flown on the EA-18G aircraft, and provide vital Airborne Electronic Attack (AEA) jamming capability against radar and communications targets in the suppression of enemy air defenses. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 (a) (2) (ii) (B), in which it is likely an award to any other source would result in “Unacceptable delays in fulfilling the agency’s requirements." As the sole system designer, developer, integrator, and manufacturer of the LBT, CAES is the only known source with the requisite knowledge, experience, and technical expertise to modify the LBC Transmitter and successfully integrate into the existing LBT and AN/ALQ-99 TJS.  This contract being synopsized will be a follow-on contract to sole source FY23 LBC contract # N00019-23-C-0038 to upgrade existing test equipment and create new test equipment.
