All contractual documents (contracts, purchase orders, task orders, delivery orders, and modifications) related to this procurement are considered "issued" by the Government when copies are mailed, faxed, or sent electronically. Acceptance of the contractor's proposal constitutes bilateral agreement to "issue" contractual documents as detailed here. Proposed delivery schedule: Submission of Certification Data CDRLs: on or before 20 days prior to scheduled delivery. PNSY review/acceptance of Certification CDRLs: 30 working days after receipt. Final delivery of material: on or before 365 days after effective date of contract. Weld procedure and qualification data: 120 days after contract date. Approval of weld procedures and qualification data: 60 days after receipt. Production Radiography (PR): 135 days after approval of RSS. Approval of PR: 30 days after receipt. Any contract awarded as a result of this solicitation will be a DO rated order certified for national defense use under the Defense Priorities and Allocations System (DPAS). The complete RFP package must be signed and returned prior to closing date. Emailed or faxed proposals are acceptable. NECO quotes will NOT be accepted and will be determined non-responsive.

1. Scope The material covered in this contract/purchase order will be used in a crucial shipboard system. The use of incorrect or defective material would create a high probability of failure resulting in serious personnel injury, loss of life, loss of vital shipboard systems, or loss of the ship itself. Therefore, the material has been designated as SPECIAL EMPHASIS material (Level I, Scope of Certification, or Quality Assured) and special control procedures are invoked to ensure receipt of correct material.

2. Applicable Documents 2.1 Order of Precedence In the event of a conflict between the text of this contract/purchase order and the references and/or drawings cited herein, the text of this contract/purchase order must take precedence. Nothing in this contract/purchase order supersedes applicable laws and regulations unless a specific exemption has been obtained.

2.2 Applicable Documents The documents listed below form a part of this contract/purchase order including modifications or exclusions. 2.2.1 Specification Revisions Preferred revisions are listed under "Documents References". Older or newer revisions are acceptable when listed within Contract Support Library Reference Number CSD155 in ECDS at https://register.nslc.navy.mil/. Editorial or re-approval revisions are considered inconsequential but acceptable when listed.

3. Requirements 3.1 Flexible Connection Assembly The 5 inch Flexible Connection Assembly must be in accordance with Oil States Industries Drawing 302576, Assembly 302576-100, except as modified herein.

3.2 Contract Support Library Additional requirements identified as Contract Support Library Reference Number CSD597 and CSD713 in ECDS at https://register.nslc.navy.mil/

3.3 Material for Parts Requiring Certification Quantitative chemical and mechanical analysis is required for specified parts unless stated otherwise. Examples include: Body, Item 1 on Oil States Drawing 302568; Material: ES-83-0218 and SAE AMS-S-6758 Self-Locking Nut, Item 6 on Oil States Industries Drawing 302576; Material: Carbon or Alloy Steel MIL-DTL-1222, Cadmium Plated, AIA/NASM17829 Screw, Hex Cap, Self-locking, 302856-106; Material: MIL-DTL-1222, Type I, ASTM-A193, Grade B7 Stud, Part Number 302857-109; Material: MIL-DTL-1222, Type IV, ASTM-A193, Grade B7

3.4 Testing Certification Certifications required for tests such as Magnetic Particle Inspection, Visual and Magnetic Particle Inspection, Liquid Penetrant Inspection, Proof Pressure Test, Quality Conformance Tests, etc., on specified items.

3.5 Radiography Required for weldments per notes on Oil States Industries Drawings 302575 and 302574, identified to weld joint.

3.6 Recorded Dimensions Certification of recorded dimensions as per Edwards Aerospace Drawing 302597 is required. Rejection of any single piece causes rejection of entire lot.

3.7 Pressure Tolerance Specified in assembly drawing or contract. If not specified, use defined tolerances based on pressure ranges.

3.8 Welding or Brazing Must comply with specified standards (S9074-AR-GIB-010A/278, 0900-LP-001-7000, S9074-AQ-GIB-010/248). Procedures and personnel must be qualified and approved prior to work.

3.9 Certificate of Compliance Contractor must submit certificate certifying compliance with procurement document requirements.

3.10 Thread Inspection Requirements All threads inspected per FED-STD-H28 series or commercial equivalent ASME B1 series. System 21 minimum unless otherwise specified.

3.11 Thread Lubricant No molybdenum disulfide lubricants; use Anti-galling compound A-A-59004 instead.

3.12 O-ring Grooves and Sealing Surfaces Inspected per drawings/specifications or General Acceptance Criteria (GAC) standard. Repairs allowed within limits; otherwise approval required.

3.13 Internal Threads Must be formed by cutting; cold forming not acceptable.

3.14 Wedge Tensile Test Specimens Required for headed fasteners per ASTM-F606 and MIL-DTL-1222 with specified wedge angles and testing conditions.

3.15 Lubrication Use MIL-L-24131 in lieu of MIL-S-8660.

3.16 Thread Forming Official interpretation of MIL-DTL-1222 paragraph 4.5.2.7 regarding alternate mechanical testing and thread rolling.

3.17 Component Identification Description (CID) Identification plate with CID 990997184X must be attached to each assembly.

3.18 Welding or Brazing (Repeated) Same as 3.8.

3.19 Configuration Control Contractor must maintain equipment baseline configuration; waivers/deviations require approval; Engineering Change Proposals (ECPs) must be submitted for Class I or II changes.

3.20 Mercury Free No mercury or mercury compounds allowed; contamination causes rejection.

3.21 NAVSEA 0948-LP-045-7010 Applicable requirements included; marking of material with Material Designator prohibited except for fasteners.

Quality Assurance Requirements 3.22 Test Certification Statement of tests performed with results, contractor info, and signatures required.

3.23 Quality System Requirements Contractor must maintain quality system per ISO-9001 or MIL-I-45208 with calibration requirements. Subject to government evaluation and audit.

3.24 Contractor Inspection Requirements Maintain inspection records; gages and documents available for government review.

3.25 Subcontractor Inspection Requirements Government right to inspect at subcontractor; purchase documents must include quality requirements; notification procedures for government inspection.

3.26 Government Furnished Material and/or Equipment (GFM/GFE) Contractor must develop control procedures for receipt, inspection, storage, testing, identification, reporting, and maintenance of GFM/GFE.

3.27 Traceability and Certification Requirements Maintain traceability from material to certification test report and other Objective Quality Evidence (OQE).

3.28 Material Traceability Unique traceability markings required; markings must be permanent, legible, and maintained through assembly.

3.29 Material Certification Quantitative chemical and mechanical analysis required; re-certification if properties altered; electronic signatures accepted with controls; positive and unqualified statements required; foreign certifications must include unit conversions.

3.30 Material Handling Procedures for traceability markings, segregation, restoration after processing, control of brazing/weld filler metals, purchase order requirements, and subcontracted operations.

3.31 Receiving Inspection Inspection or audit of sub-tier products upon receipt; verification of traceability and certification compliance.

3.32 Discrepancy Reporting Nonconforming products identified and processed; records maintained and available for government review.

3.33 Final Inspection Material sampling per applicable standards; Statistical Process Control (SPC) may be used; 100% inspection of verification data and traceability markings; cure date marking on molded seals.
