The City of Laguna Beach Public Works Department is seeking proposals from qualified professional services consultants for on-call public works services from 2026 to 2029. - Scope covers 14 specialty categories: - Civil engineering design (including land surveying, structural/seismic engineering, dry utility and street light design) - Pavement management (inventory, condition assessment, maintenance planning, budgeting) - Traffic/transportation engineering (studies, planning, traffic signal design) - Architectural and landscape architecture design (including tenant improvements, cost estimating, construction support) - Assessment district engineering (boundary review, benefit assessment, project administration) - Sewer and lift station design (facility assessments, constructability reviews, utility coordination) - Municipal engineering and project management (permit processing, contract management, plan checking) - Construction management and inspection (contract administration, inspections, documentation) - NPDES compliance (MS4 permit coordination, water pollution prevention, regulatory liaison) - Environmental consulting (CEQA/NEPA compliance, resource management, noise analysis) - Funding assistance (grant research, proposal development, legislative advocacy) - Geotechnical and material testing (field investigations, hazardous material assessments) - Arborist services (tree risk assessment, plant health care, compliance assistance) - Firms may propose for one or more categories; no minimum or maximum number of firms per category - Minimum requirements: full-time service office in Southern California (preferably Orange County), at least five years of relevant experience, and ability to self-perform primary work - No specific OEMs or product vendors are named, as this is a professional services solicitation - Services will be provided on an as-needed, task order basis throughout the contract period

The City of Laguna Beach Public Works Department is soliciting proposals from professional services consultants to provide on-call public works services for the period 2026-2029. The scope includes a wide range of engineering and consulting services such as civil engineering design, pavement management, traffic engineering, architectural and landscape design, construction management, environmental consulting, and more. Firms may propose on one or more categories, with no minimum or maximum number of firms selected per category. Selected consultants will enter into professional services agreements and receive task orders as needed.
