The Virginia Department of Transportation is seeking engineering consulting firms to assist in developing solutions with a high benefit-cost ratio. The STARS program helps VDOT create a sustainable pipeline of projects for inclusion in the Six-Year Improvement Program (SYIP). This is a fixed billable rate on-call contract with a maximum value of $4,000,000 per term.
