Oak Ridge National Laboratory (ORNL), managed by UT-Battelle for the Department of Energy (DOE), is seeking subcontractor expertise for the removal, packaging, transportation, and disposal of the High Flux Isotope Reactor (HFIR) Pressure Vessel. - Government Buyer: - Department of Energy (DOE) - Oak Ridge National Laboratory (ORNL) - Managed by UT-Battelle, LLC - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation or attachments. - Products/Services Requested: - Removal, packaging, storage, transportation, and disposal of the HFIR carbon steel reactor pressure vessel (RPV) with stainless steel cladding - Characterization of radioactive and mixed waste, including packaging design, testing, licensing, and transportation arrangements - Cleanup and restoration of reactor and project work areas - Diver-supported disconnection of piping and flanged connections (diver services provided by ORNL) - Compliance with site procedures, hot work permits, and specific training for vendor personnel - Unique or Notable Requirements: - Subcontractors must have nuclear quality assurance (NQA-1) certification - Demonstrated experience in nuclear waste disposal and reactor decommissioning - Handling and disposal of radioactive and mixed wastes per DOE standards - Work performed in a facility with a 50-ton overhead crane and limited laydown space - Place of Performance: - Oak Ridge National Laboratory (ORNL), Oak Ridge, Tennessee - HFIR Reactor Bay at ORNL

AMENDMENT 02: Questions and Answers Related to Request for Information: Removal and Disposal of High-Flux Isotope Reactor Pressure Vessel at Oak Ridge National Laboratory   Oak Ridge National Laboratory (ORNL) is a US Department of Energy (DOE) science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy and security. ORNL is managed and operated by UT-Battelle, LLC (Company). ORNL's diverse capabilities span a broad range of scientific and engineering disciplines, enabling the Laboratory to explore fundamental science challenges and to carry out the research needed to accelerate the delivery of solutions to the marketplace.    The Company is issuing this Request For Information (RFI) to seek input from interested parties regarding their ability to provide turnkey or selected specialty expertise and resources supporting the High Flux Isotope Reactor (HFIR) Reactor Pressure Vessel removal, packaging, and disposal of the project's radioactive and mixed wastes, as outlined in the attached Statement of Work (SOW).   Any questions regarding any portion of this RFI must be coordinated through the Company's Procurement Officer, identified in the SOW and as Company's Primary Point of Contact in this Opportunity posting. Questions concerning this RFI must be submitted in writing, via email, by March 13, 2026, to the Procurement Officer listed in the Introduction of this RFP. Information given to one respondent will be furnished to all respondents if a lack of the information would be prejudicial to them.
