Title: Sources Sought Notice – Single Quadrupole Mass Spectrometer System

This is a Sources Sought Notice issued for market research purposes only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Government does not intend to award a contract based on this notice.

REQUIREMENT OVERVIEW

The FDA Human Foods Program requires the procurement, delivery, installation, and training for a benchtop, unit mass resolution single quadrupole mass spectrometer system, with optional ion chromatograph.

This system will support food safety research by enabling rapid screening of food matrices and additives, improving sensitivity, specificity, and analytical accuracy.

SCOPE OF REQUIREMENT

The contractor shall provide:

One (1) single quadrupole mass spectrometer system

One (1) PC workstation (Windows 11 compatible)

Required software (Chromeleon 7 or equivalent with MS capability)

Optional ion chromatograph system

Delivery, installation, and system validation

On-site training for FDA personnel

Warranty and maintenance services

The system must be new equipment and meet all minimum performance specifications.

KEY TECHNICAL REQUIREMENTS

The system must:

Integrate with existing Thermo ICS-5000+ ion chromatograph

Provide full software/data communication between IC and MS using a single computer/software

Support mass range of approximately 10–1250 m/z

Include HESI probe supporting low to high flow rates

Support fast scan rates (~20,000 Da/s) and polarity switching

Perform full scan and SIM modes

Include detector system with high dynamic range

Include vacuum interlock and maintenance features

(Equivalent solutions may be proposed but must be justified.)
