Wastewater Flow Metering Services for WRBP – Installation, Maintenance, and Data Reporting

This opportunity seeks a qualified firm to provide comprehensive wastewater flow metering services for the New Hampshire Department of Environmental Services, Winnipesaukee River Basin Program (WRBP): - Government Buyer: - New Hampshire Department of Environmental Services, Winnipesaukee River Basin Program (NHDES-WRBP) - Contracting office at Franklin Wastewater Treatment Plant - Products and Equipment: - Installation, calibration, operation, maintenance, and replacement of 9 permanent flow meters (Area Velocity and/or Ultrasonic) - Current equipment in use: ISCO 2110 Ultrasonic, ISCO 2150 Area Velocity, ISCO 2160 Laser AV, ISCO 1250 AV - Installation and maintenance of 4 permanent rain gauges at WRBP pump stations - Current equipment in use: ISCO 674 rain gauges with ISCO 2105 Interface modules - Optional: Up to 6 temporary flow meters (Area Velocity and/or Ultrasonic) for additional sites as needed - Services Requested: - Monthly site visits for data collection, analysis, reporting, and equipment maintenance - Field verification of meter accuracy (minimum 8% accuracy target) - Data transmission and reporting for regulatory compliance (EPA DMR) - Meter removal, reinstallation, and relocation as needed - Police details for work in certain locations (as required) - Unique/Notable Requirements: - No specific OEM is mandated, but ISCO models are currently in use and referenced - Vendor must demonstrate experience managing large-scale metering projects and selecting appropriate equipment for varied sites - Project supports WRBP’s cost recovery, inflow/infiltration reduction, and capital planning - Compliance with safety and regulatory standards is required - Project manager role required for contract coordination - Period of Performance: - Initial 5-year contract with annual performance reviews - Possible extensions of 3-5 years based on performance and funding - Ongoing, recurring services with monthly reporting and maintenance - Locations: - Work performed at 9 permanent flow meter sites and 4 rain gauge locations across the WRBP collection system - Key sites include Franklin Wastewater Treatment Plant and WRBP pump stations at Belmont, River St., Winnisquam, and Maiden Lady Cove

Description

The New Hampshire Department of Environmental Services Winnipesaukee River Basin Program (NHDES-WRBP) is seeking proposals from qualified firms to provide ongoing wastewater flow metering services in its collection system. The selected firm will be responsible for installing, maintaining, calibrating, and operating flow meters at multiple sites, collecting and analyzing data monthly, and reporting findings. The contract term is initially five years with possible extensions, and the firm must demonstrate capability to manage a large-scale flow metering project across a broad geographic area. The services support cost recovery, inflow/infiltration removal, and capital project planning for the WRBP.
