Draft RFP for MAPS: Army Multiple Award IDIQ for IT and Engineering Services

The Army Contracting Command at Aberdeen Proving Ground is releasing a final draft Request for Proposal (RFP) for the Modular Active Protection System (MAPS) acquisition, seeking industry feedback prior to official release. - Government Buyer: - Department of the Army, Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Capability Program Executive (CPE) Enterprise Software and Service (ES2) - Scope of Services: - Multiple Award Indefinite Delivery Indefinite Quantity (MA IDIQ) contract for knowledge-based professional IT services worldwide (CONUS and OCONUS) - Five service domains: - Engineering, Logistics and Operational Services (engineering, logistics, manufacturing readiness, medical logistics, technology insertion, integration, interoperability) - Research, Development, Test and Evaluation (RDT&E) Services (basic/applied/experimental research, modeling & simulation, prototyping, fabrication support) - Management and Advisory Services (acquisition/strategic planning, financial, training, education, program management, quality assurance, risk management) - Emerging IT Services (big data analytics, quantum computing, business process reengineering, network/systems O&M, integration/consolidation, cybersecurity) - Foundational IT Services (help desk, IV&V, IT education/training, supply chain management, IT management, general IT services) - Contract Structure: - Up to 70 awards per domain - Open to large businesses, emerging large businesses, small businesses, and commercial-sector vendors - Maximum ordering period of 10 years (5-year base + 5-year option) - Unique/Notable Requirements: - Designed to support Army and other federal agencies with flexible, cost-efficient IT services - No specific OEMs, part numbers, or product quantities identified; focus is on professional services - Place of Performance: - Aberdeen Proving Ground, Maryland (primary) - Worldwide support (CONUS and OCONUS possible)

The Government would like to thank industry for its valuable feedback and participation in the survey and prior draft iterations. This input has helped us shape and strengthen the MAPS acquisition. With this post, we are happy to provide our final draft of the MAPS RFP and summary of changes in anticipation of the official RFP release. Our schedule for this release remains on track for the end of March/ beginning of April 2026.
