Highway 20 and Highway 22 Surfacing and Construction Administration Services

The Government of Saskatchewan is seeking qualified firms to provide both construction and construction administration services for major highway improvements: - Government Buyer: - Government of Saskatchewan, Ministry of Highways (procurement managed by Ministry of SaskBuilds and Procurement) - Scope of Work: - Construction of a surfacing structure on Highway 20 (from 6.5 km south of the south Duval access to 500 m south of the south Duval access) - Surface mixing and application of a seal coat on Highway 22 (from 1 km west of its junction with Grid 640 North to 4.6 km east of the east Markinch Access, and from 60 m east of the east Markinch Access to its junction with Highway No. 6) - Total project length: 22.4 km - Construction administration and engineering services, including: - Construction management and supervision - Enforcement of contract specifications - Environmental oversight - Stakeholder management - Materials management and quality assurance testing - Traffic accommodation and safety compliance - Reporting and project close-out - Eligibility and Requirements: - Only pre-qualified proponents from competition HWY-PreQ2023-25 may participate - Compliance with the Professional Services Procurement Manual (PSPM 100-04) - Key personnel required: Second Level Supervisor, Project Manager, On-Site Supervisor, Asphalt Inspector - Detailed safety, reporting, and performance evaluation requirements - No specific OEMs, vendors, or product part numbers are specified - Period of Performance: - Tendering anticipated in March 2026 - Construction and administration services for the 2026 season - Professional Services Agreement terminates December 31, 2027 - Locations: - Highway 20 (Duval area) and Highway 22 (Markinch area), Saskatchewan - Contracting office: Ministry of SaskBuilds and Procurement
